Meeting convened at 7 p.m. in Selectmen's Office, 6 Lowell St., Reading
PRESENT: Sally Hoyt, Chmn. protem; M.C.Proctor; R.. Longley;
J. Nickerson; and F. Robie, J. Kachichian and Ed Loschi,
Assoc. Members; B. MacKillop, Administrator
7:05 p.m. Public Meeting-Request for Determination of Applicability-
Thomas Goddard- Eric's Greenhouse-for an existing shade
structure and to allow the display of various plant materials
adjacent to a water body at 1090 Main Street.
His attorney, Mark Gallant, emphasized meeting was under Art. 32 only.
Meeting opened, recorded and closed.

Later in evening motion made and seconded to issue a positive Determination
of Applicability under Art. 32 for storage and display of plant materials
in wetlands bordering existing waterbody at 1090 Main St.
VOTED 4-0-0
Mr. Gallant objected that he could not hear discussion about decision and
wanted it on record because he had to leave before voting because of
another meeting. It has been policy of Commission to vote later in
evening so as not to make other meetings run too late.
7:19 p.m. Ed Loschi arrived.
7:20 p.m. Public Meeting-Request for Determination of Applicability
John D. and Jean M. Rossettie-to construct a 16x32' one story
addition with full basement and a 16x12' deck off an existing
porch at 209 Charles Street.

7:25 p.m. MINUTES of June 15, 1988 were accepted. VOTED 4-0-0
7:30 p.m. Public Meeting-Request for Determination of Applicability-
Susan S. Bullen-to construct a 177 sq. foot above-ground
pool at 11 Wilson Street.

nation of Applicability under C.131,S.40 with conditions

7:38 p.m. CORRESPONDENCE Duck Road. Beth said all work had been
stopped and they were getting everything in order. New
calculations have been submitted indicating 0% increase in
the peak rate of run-off.
Motion made and seconded to accept new calculations for Duck Road.

7:40 p.m. Beth read memo From T. Fletcher of DPW regarding materials
being -stored on Strout Ave. and that they were not in
wetlands or buffer zone and there was nothing deleterious
to environment.
She also said Kendra Cooper's concerns regarding pesticides and herbi-
cides within Acquifer Protection District were still being looked into.
7:45 p.m. Public Meeting-Request for Determination of Applicability-
Douglas C. Haring-to landscape, create crushed stone walks
and place picnic benches at One General Way, adjacent to the
existing stream at Frugal Fannies.

8:00 p.m. Public Meeting-Request for Determination of Applicability-
Susan C. Theophanis-as to whether property at Lot l
Longfellow Road contains C.131,S40 or Art. 32 wetlands.
Meeting opened, recorded and closed.

Later in evening motion made and seconded to issue a negative-.De erm~
nation of Applicability under C131,S40 with following statement attached:
"Although no wetlands have been determined to exist on site, the lot is
within 100' of an existing stream. Any work proposed on this lot within
100' of the stream will require review by the Conservation Commission"

nation of Applicability under Art. 32 with the same statement as above
attached.

8:16 p.m. Public Hearing-Notice of Intent-Marco DiRenzo-to construct
a single family dwelling at lot #33-Pearl Street
Meeting opened, recorded and closed. VOTED 4-0-0
Applicant requested that Hearing be closed. Beth gave presentation
showing where she felt the wetlands extended on the property. Also,
Dr. Nickerson verified this line.
9:00 p.m. Public Hearing-Request to amend order of Conditions issued
on 3/14/88 to Rivers Development Corp. for Sanborn Village,
Phase IV-Individual house lots. The following amendments
will be considered:
a. That dwellings as shown on Lots 112,113,128 and 129 be deleted and
that the sloping and final grading of those lots be as shown on the
submitted plan. This results in the elimination of retaining walls.
b. Inasmuch as retaining walls have been eliminated by virtue of the
proposed change, the bond amount be commensurately reduced.

Beth will draft an order to exclude lots and get a new amount for bond.
9:20 p.m. Clarence Enos, Enos Circle, came before Commission
requesting the use of 90% Kentucky blue grass and 10%
clover in detention basin. Beth explained Order of Conditions
stated the use of hydrophilic grass. He will try to find
another hydrophilic grass which won't crowd out shrubbery.

Beth read memo from Town Manager about signing of bill roll for each
department. Department Head only will sign. Beth drafted memo about
Conservation's concerns regarding this new procedure.
Motion made and seconded that memo be sent as drafted.

Beth read letter written by Director of Community Development which
will be sent to applicants for Conservation Administrator's position.
Beth read letter from Rivers Development re lots #142: 143 and 144 at
Sanborn Village, Phase IV, regarding revised grading plan. Beth wants to
review further and if OK, will accept.
Beth read letters sent to Mr. Gallo and MS. Skelley at Summer & Main
Streets, telling them they need to put up silt fences around debris-
.-m of- whi-ch -h-as---re-sulted _f rom__the__natural flow of water over the years.
Beth read letter from Bill Redford to David Johnson, Phase III,
Sanborn Place, about putting propane tank near wetlands and that it
was not permitted in the Aquifer Protection District.
Beth went over briefly the Homart project and the letter she submitted
to CPDC from the Conservation Commission. Since this is her last meeting
she wanted the Commission to be fully aware of all her concerns.
Commission will take Beth to dinner at the Colonial on Thursday, June 30,
and told her how much they appreciated all she had done and that she
will be very much missed. We all wish her well.
