PRESENT: C. Anthony, Chmn.; H. Hulse; J. Nickerson; E. Loschi; J. Biller,
Assoc. Member; J. Keigley, Assoc. Member; D. Nadeau, Administrator
ABSENT: R. Longley; M.C. Proctor; J. Lachmayr;
6:00 PM Call to Order
A special meeting of the Conservation Commission to approve minor
changes made by Town Counsel to the bylaw amendments was called to
order. A quorum was not yet present.
6:20 PM E. Loschi arrived and a quorum was present.
6:21 PM Discussion of Changes to Amendments
Discussion of the proposed changes to the Town of Reading Wetlands
Protection Bylaw (RGB §5.7). Town Counsel has made several minor
changes to the amendments as proposed by the Commission including
presenting each as a separate warrant article which had not been
envisioned by the Commission.
6:22 PM Endorse Section 5.7.16
H. Hulse moved to endorse the proposed new section 5.7.16 which will
be added to the bylaw. Seconded.
VOTED 4-0-0
6:23 PM Several members of the Commission questioned why the amendments were
presented as eleven separate articles rather than as one warrant
article as originally planned. The administrator indicated that this
was a decision by Town Counsel.
6:29 PM Accept Amendments
H. Hulse moved to find the warrant articles as amended by Town
Counsel to be essentially the same as proposed by the Commission with
the exception of article 5.7.16 which was approved earlier in the
meeting. The proposed minor changes are considered non-critical.
VOTED 4-0-0
6:31 PM C. Anthony left the meeting.
6:33 PM H. Hulse questioned the presence of a quorum. Since a quorum was no
longer present, the meeting was considered adjourned.
