7:00 PM Call to Order
The regular weekly meeting of the Conservation Commission was called
to order.
7:02 PM Discussion of Minutes
Review and discussion of the minutes from 9/5/90, 9/25/90, 9/26/90,
10/3/90.
7:16 PM H. Hulse moved that the minutes of 9/25/90 be accepted as corrected.
Seconded.

7:41 PM H. Hulse moved that the minutes of 9/26/90 be accepted as corrected.

7:47 PM M.C. Proctor moved that the minutes of 10/3/90 be accepted as
corrected. Seconded.

7:59 PM Administrators Report
The Administrator discussed the fact that a regularly meeting is
scheduled for Halloween. The concensus of the Commission is that a
meeting will be held if sufficient material is on the agenda. No
room is available in Town Hall for the regular meeting on 11/7/90.
It was decided that the meeting will be held in the CPDC office area.
8: 05 PM Bylaw Changes Update
Don Nadeau discussed the proposed

8:27 PM Lot 142 Sanborn Village Phase IV Grading Violation
Discussion of Lot 142 Sanborn Village Phase IV. The building was
built too low resulting in a grading violation. When the adjacent
lot is built at the correct elevation, a problem will be created for
Lot 142. This may result in the need for a Plan Change at that time.
8:35 PM CPDC Budget/Conseroa tion Fund
Brief discussion of the CPDC budget and the status of the Conservation
Fund.
8:37 PM Ashley Woods Update
The bank involved with the performance bond has requested that the
town specify a standard form for them to use to issue a letter of
credit. Mr. Cormier wants a tri-party agreement, while Town Counsel
has suggested a four-.party agreement so that the Conservation
Commission may keep track of and have a say in the proceedings. Town
Counsel will prepare a standard form for the bank which is a Letter
of Credit to the Conservation Commission.
8:46 PM H. Hulse moved that the Commission recommend to CPDC that they NOT
release ANY lots in the Ashley Woods Subdivision until the required
security has been received by the Administrator or the Town. The
security must be acceptable to the Commission or to the Administrator
as its agent. Seconded.

8:55 PM Lot 6 Annette Lane
Discussion of the request from Mr. Pacey that the "conservation
easement" be abandoned. The Commission requires more detailed
information before anything can be decided on this matter.
9:05 PM Discussion of Pasture Rd.
A Request for Determination has been received from a group of
residents of the Pasture Rd. area. The Commission needs a full
identification of the applicants before any decision may be made
concerning whether the property in question is within its
jurisdiction. H. Hulse questioned whether the Commission can
consider a matter such as this since the work on the property is not
yet finished and the existing conditions may not be representative of
the final conditions.
9:15 PM Conservation Fund Interest
The Administrator reported that the interest on the Conservation Fund
belongs to the town, and is not available to the Commission. J.
Nickerson raised the questions of what if any restrictions were placed
on the use of the Conservation Fund. Don Nadeau will investigate the
history of the establishment of the fund to answer these questions.
