It is planned to send out fee schedules to other boards the week of January 1, 1991. Commission would like to target January 23, 1991 as, the public hearing date. (it is planned that the fee schedule will be a closely modified version of the previous schedule.) o Discussed the DEP's denial- of Notice of Intent request of 425/439 Haverhill St. project DEP FILE No. 270-227. o Discussed the closing vs continuation of Public Hearing for Carriage Estates - Phase I. o The next regularly scheduled conservation commission meeting is January 9, 1991. 7:53 pm o E. Loschi gave a report or the Hignorami'Development comprehensive permit meeting he attended in North Reading held by the North Reading Zoning Board of Appeals. The affected parcels of land are located off chestnut Street & adjacent to cedar swamp Follow up: E. Loschi will contact N. Reading con. Comm. in regards to whether the NR Conservation commission will still have jurisdiction & involvement during project review phase. ;r; E ,D'TNC )CONSERVATION COMMISSION READING, MASSACHUSETTS Minutes of 12/19/90, Meeting No. 35 C. Anthony, chairman; H. Hulse; J. Nickerson; E. Loschi; M.C. Proctor; J. Lachmayr; J. Keigley, Associate Member; D. Nadeau, Administrator; J. Biller, Associate Member; Call to order The regular weekly meeting of the Conservation commission was called to order. E. Loschi arrived. Discussion of the minutes from 12/12/90 meeting. (Meeting No. 34) M.C. Proctor moved the minutes of meeting No 34 be accepted as amended. 5-0-1 (J. Lachmayr abstained) Administrators Report o Discussed the draft Request for Determination Submission Checklist. The Commission made some recommendations to modify the list. 7:59 pm E. Loschi moved the hearing for carriage Estates Phase I be reopened for January 9, 1991 @ 7:30pm. 5-0-1 (H. Hulse abstained) 8:02 pm C. Anthony moved that Tony Fletcher & Mike DeBrigard be allowed to present a general overview on the next four planned Public meetings because of there relative nature. (Meeting Numbers 1990-37 to 40 inclusive). T. Fletcher gave introduction to town drainage & maintenance cleaning requirements of the Town's facilities. 8:05 pm T. Fletcher gave history of Pasture Road area. Pasture Road drainage facilities have not been maintained since they were built in 1970. Major problems are siltation and tree root infiltration. 8:30 pm commission opened discussion on Pasture Road & Van Norden Road Public Meetings (RGB#1990-37 & RGB# 1990-38). Commission asked T. Fletcher what is to be the plan of record. Fletcher requested that the 11/15/90 dated plan for V. Norden become the plan of record. (The plan submitted with the RFD is then obsolete.) 8:33 pm D. Nadeau gave a description of the work proposed for Pasture Road. J. Nickerson asked for clarification of BVW lines. C. Anthony asked what happened to the removed materials. The commission was informed that removed materials would be taken to the composting area. A description of the planned work by the applicant includes: Lots 7-10 will be finished with a grassed swale with side slopes of 3:1. The only exception to the 3:1 slope will be where the stone wall acts as the bank. Lots 11 & 12 are within the BVW and the work plan includes hand removal of leaves and branches to clear natural channel flow path. NO MACHINERY WILL BE UTILIZED WITHIN THE BVW LIMITS LINE. Branches shall be piled in the area. Leaves will be removed. D. Nadeau recommends placement of haybales within and perpendicular to the swale at two or three locations. J. Nickerson requested that the November 10, 1969 Subdivision Plan, Pasture Road become the plan of record for Pasture Road RGB# 1990-37. J. Nickerson requested invert information for Lot 7 and at other control structures. 8:57 pm The excavation and installation of pipe at the Van - - - -------Nordezr _site-=s-__d~ scuts s-eta : - - - 9:05 pm C. Anthony opens the floor to public questions. o Fred Bonney stated that he had previously been informed that the Van Norden drainage pipe did not exist. Now he wants to know if the installation of the new planned pipe will cause his property to flood. o J. Nickerson asked the applicant where the area drains to now if the pipe does not exist. o Historically (30 yrs or greater) the flow has backed up from van Norden north to what is now Fairchild Drive. 9:28 pm Voted to close the meeting. 6-0-0 9:29 pm T. Fletcher requested an extension on the determination until January 11, 1991. 9:30 pm Public meeting on Howard Street, West Street RGB# 1990-39 and Summer Avenue RGB# 1990-40 opened. Tony Fletcher gave an introduction to the project areas. J. Nickerson requested clarification on the inverts @ Keith Road. T. Fletcher said he does not have knowledge of the historical drainage in the area. He is not sure that the proposed work will solve the drainage problems experienced by homeowners in the vicinity. Mr. Cloutier of 32 Westcroft Rd. raised the concern if this might cause a negative impact in terms of drainage to his property. 10:06 pm M.C. Proctor moved to close the public meeting. 6-0-0 10:08 pm C-. Anthony opened the public meeting for 518 summer Ave. RGB# 1990-41. T. Fletcher gave a description of proposed work. Said there is no other design alternative. Theplanned work will all be performed outside any resource areas. D. Nadeau said the BVW lines needs to be reviewed and agreed upon by the commission. 10:34 pm M.C.
