ABSENT: Edwin Loschi, Joan Nickerson, associate members Jen- nifer Miksen and Elizabeth Fuller. Chairman Camille Anthony called the meeting to order. REVIEW OF MINUTES: none Request for Certificate of Compliance, Lot 7, #38 Francis Drive. The Commission recognized the long-standing hi-storica.l. nature of the existing conditions on the .site. After discussion and upon motion duly made and seconded, it was voted to grant the Certificate of Compliance for Lot 7 under DEP# 270-22, DEP# 270-36. VOTED 5-0-0 7=40 PM Public Meeting - Walkers Brook Drive former Reading Landfill., Department of Public Works - presentation by DPW Direc- tor Anthony Fletcher, P.E., and Brian Vickers and Wesley Stimpson of Haley &'Aldrich, Inc. Mr. Fletcher provided the following description. Cleanup of the petroleum contamination (ga Moline, #2,4,6 fuel. oils and kero,ene) on the former DPW Yard and Mass. Street Railways service yard, now owned by The Analytical Science Corp. (TASC), is the respon-- sibili.ty of the Town. With the approval of DEP, DPW is proposing bio--remed.i.ation of the soil, on the impervious cap of the former Reading landfill. The proposal is to kill the weeds, grade and compact the surface, prepare an impervious berm around the remediat.ion site to contain surface -runoff for recirculation, and to ''farm'' the contaminated soil until the, oil.-eating bacteria naturally found in the soil complete eating the o.il. The process will be stimulated by ad- ding commercial fertilizer, tilling the soil and watering. Commission members asked several questions about the process.. Mr. Fletcher, responded, and Brian Vickers and. Wesley Stimpson of upervis-ing..----the----p- oc ss y--responded . the process normally uses dative organisms already in the soil and stimulates them by farming the soil, the process is Conservation Commission Meeting Minutes - 03-20-91 - page 2 optimized by doing laboratory tests to find the right conditions, and by ongoing monitoring; the organisms will die off when they run out of food; the process should be finished before the end of the summer. Upon motion duly made and seconded, it was voted to close the public meetings under the Wetlands Protection Act and RGB# 1991- 07. VOTED 5-0-0 8:00 PM Public Meeting - 10 Franklin Street - Gino Fodera for Giuseppe Fodera. Mr. Fodera stated that a bulldozer was brought in to push out of the way trees that had been knocked down by a storm, and that no fill was removed or brought in to the site. Donald Nadeau noted from his inspection that the area of the bulldozer leveling ap- peared to be in the Buffer. Zone of the wetland, but that a small area (10 ft. x. 10 ft. ) toward the rear of the property had at some point been pushed into what appeared to be swamp. The Commission required the applicant to provide a professional delineation of the Bordering Vegetated Wetland, such as was done by Hayes Engineering for the subdivision ''approval not required" process, for future review of the site. The Commission also noted the need for rows of staked haybales to prevent the farm soils from entering the wetlands, and that the wood pile should be removed and stored away from the wetland. Upon motion duly made and seconded, it was voted to close the public meetings under the Wetlands Protection Act and RGB# 1991- 05• VOTED 5-0-0 8:45 PM Benjamin Chirco of the. Fafard Companies requested an extension of the RGB Order of Conditions #1987-3 for the Greenhouse Acres development. The Commission reviewed the Administrator's and the DEP representative's inspection, and noted the need for ongoing maintenance of the erosion controls,. removal of minor sedimentation, and seeding of bare spots. Upon motion duly made and seconded, it was voted to grant the ex- tension permit to October 5, 1991 under the RGB# 1987-3. VOTED 5-0-0 Public Hearing - 118 Belmont Street Chairman Camille Anthony opened the heari_ngs___under____DEP#-2.3.5 --rzct-lG$# ichard Ma_,trocola and representative Will. Upon motion duly made and seconded, it was voted to close the public hearings under the DEP# and RGB# 1991-08. VOTED 5-0-0 Upon motion duly made and seconded, it was voted to reconsider closing the public hearings under the DEP# and RGB# 1.991-08. In the affirmative: James Biller, M. Clifton Proctor, Harold Hulse, Camille Anthony, Jennifer Lachrr,a,yr. None against. VOTED 5-0-0 Upon motion duly made and seconded, it was voted to add an amend- ment to the original motion to make it contingent on the issuance of a DEP file VOTED 5-0-0 After discussion and upon motion duly made and seconded, it was voted to issue a Negative Determination of Applicability with Conditions as discussed, for Walkers Brook Drive former landfill, under the Wetlands Protection Act and RGB# 1991-07. VOTED 5-0-0 After discussion and upon motion duly made and seconded, it was voted to issue a Positive Determination of Applicability for 10 Franklin Street, under the Wetlands Protection Act and RGB# 1991--07. VOTED 5-0-0 Conditions to include in the draft Order of Conditions for 118 Belmont Street were discussed. Site visits for 10 Franklin Street, Dots 39 & 30 Brook Street and 398 Grove Street were scheduled for Sunday 3-24-91 1_,e,ginning at. 9:00 AM. After discussion and upon motion duly made and seconded, it was voted to ratify Article 7 for the Special Town Meeting April 11, 1991. VOTED 5--0-0 Meeting adjourned at 10:33 PM. VOTED 5-0-0.
