Thomas Anzoni of 30D Carnation Circle, a concerned abutter,
cautioned against trusting Fafard. He mentioned non-
compliance with the Order of Conditions for Carnation Circle
and a detention basin that has never been seeded or graded.
J. Nickerson wants the wetlands to be reflagged according to
soil composition. J. Biller wants the ownership checked.
Because of bankruptcy proceedings, there.is some question as
to the validity of the deed.

8:25 Public Hearing for Brook Street, Map 21 Plots 29&30, DEP# 270-
233, RGB# 1991-06. The proposal calls for a single family
home to be built within the 1001-buffer zone on concrete slabs
with a porous/gravel driveway. This proposal was denied
without prejudice last May (1990) because the developer had
not submitted zoning information. The commissioners who had
visited the site on March 24 noted that the flags were under
water at that time. There was also some confusion about what
the flags actually represented. Howard Buttrick, the engineer
for this.project, mentioned that runoff from this site will
flow towards the road and away from the wetlands. C. Anthony
insists that the 25' zone be maintained as a zone of no
activity.
A neighbor at 51 Brook Street comments that there is a
considerable amount of water in this area. In all his years
living in the neighborhood, he has never seen this swamp ,
drain. He fears that additional runoff from a new house will
result in additional pumping for current residents.

9:35 Public Hearing for 398 Grove Street, "Family Circle", DEP#
207-234, RGB# 1990-09. The proposal calls for three houses to
be built. Two of the houses will be within the buffer zone.
There is excellent percolation in this area. Runoff can be
recharged directly back into the system on site. D. Nadeau
makes a note to include restrictions on the use of salt on the
road and driveways in the Order of Conditions.
Jim Jilson, a neighbor at 422 Grove Street is concerned about
runoff into his backyard.
D. Nadeau suggests moving the house on Lot #2 to one side.

their wetlands delineation. A site visit is planned for the
morning of April 6. H. Hulse motions to close the hearing.

10:20 Plan Change - Lot 129 Sanborn Lane, DEP# 270-230, RGB# 1990-
36. After discussion among the commission, it is decided that
the plan changes are significant. The changes include moving
the driveway, increasing it's size and building a 6' retaining
wall. Motion for the plan changes to Lot 129 Sanborn Lane to
be found significant plan changes. Seconded.

10:40 Administrator's Report. The blanket order of conditions for
culverts will be ready by Friday March 29.
There is some discussion about what the commissions priorities
should be.
