7:05 Meeting called to order
7:07 Order of Conditions, 398 Grove Street "Family Circle",
DEP# 270-234, RGB# 1991-09. J. Nickerson comments that
Finding #2 should clearly specify that our standard
set-back is 25 feet. Under Item 22, the numbers should
read "except 8 and 23". The words "which is 20% of the
lot" shall be added to Item 9 after the word
"District". "Roff" in Item 6 should be changed to
"roof". J. Biller comments on the stipulation that
limits the impervious area of a lot to 20%. Is it 20%
per parcel or per lot? and how is the roadway accounted
for?
7:35 H. Hulse motions to accept the Order of Conditions as
amended. Seconded.

The commission is on record as being in favor of
accepting land from Mr. 2anni for conservation purposes
if he should choose to donate it.
7:40 Discussion of Brook Street. Plots 29 & 30 will be
combined into one parcel. The engineer will file an
ANR plan.
7:50 Amend Order of Conditions, 118 Belmont Street, DEP#
270-235, RGB# 1991-08. The applicant wants the wording
about water in the basement to be removed. The wording
is not relevant and can be removed. J. Biller motions
to accept the revised Order of Conditions. Seconded.

7:55 Request RGB Extension, 60 Louanis Drive, DEP# 270-211,
RGB# 1990-04. Because of serious illness, the family
had to postpone the construction of their pool. C.
Proctor made a motion to approve an extension to
4/10/92. Seconded.

8:00 Request RGB Extension, Lot 113 Lilah Lane Extension,
DEP# 270-196, RGB# 1989-04. The backyard has been
graded. There now exists a steep bank to the drainage
easement. This bank must be changed or verified. D.
Nadeau will work with them. C. Proctor makes a motion
to approve an extension to 4/27/92. Seconded.

8:20 Request RGB Extension, 189 South Street, DEP# 270-216,
RGB# 1990-09. The owner wants an extension so that he
can file a plan change. Motion to extend to 4/17/92. '
Seconded.

8:21 J. Miksen left.
8:23 E. Loschi makes a motion to buy a copy of "Chemical
Free Lawn" by MACC for the Community Development
office. The cost is $15. Seconded.

8:25 Public Hearing, Carriage Estates Phase II, DEP# 270-
236, RGB# 1991-10. Peter O'Gren of Hayes Engineering
summarizes the project. Major points:
- Proposal to cross BVW with a sewer line. The pipe
will be buried and the BVW will be reconstructed on
top.
There was discussion of the road crossing in the SW
of the plot leading towards Roma Lane. A pipe from
the catch basin runs into the wetland. That will be
changed so that runoff will flow through a pipe
towards the cul-de-sac and then into the detention
area.
- A 21x3' box culvert will be installed. The resultant
hydraulic flow will be similar to the existing flow.
8:55 Debbie McCartney, a biologist with Hayes Engineering,
discussed the wetland line and distributed a list of
changes that have been made. The detention area to the
north of the cul-de-sac will be grassed. The
groundwater level on 4/10/91 was "197.3 feet. The
bottom of the detention area will be 199.5 feet. The
wetlands are at 195.1. There will always be outfall
significantly above the wetland discharge. J.
Nickerson expressed her concern about the lands ability
to filter the water. The engineer countered that the
water is not intended to percolate. Rather,. the slow
velocity and exposure to sunlight will encourage
precipitation. J. Nickerson asked if the position of
the outflow pipe could be changed to produce a longer
length of flow. C. Anthony commented that Lot 11 is
not a desirable lot. She also suggested that the
detention area be located here rather than to the
north. The engineer commented that it would be
"extremely difficult" to place the detention area there
because of the higher elevation.
9:00 E. Loschi left.
Fantasia dug test holes on Lot 11 in 1989. He found
and removed municipal refuse and a 500 gallon fuel oil
tank. He obtained a 21E report prior to purchase.
Barbara Bertelson, 49(?) Dividence Road questions
whether there are in-ground tanks underneath the barn
at the southern end of the property. She is also
concerned that construction work will damage their
septic field.
Virginia Shay, 26 Dividence Road, is concerned about
paving Dividence Road. C. Anthony suggests that Ms.
Shay attend the CPDC meeting on April 30.
D. Nadeau is concerned about the wetland crossing; is
it necessary? Moving the sewerline southward will
allow the crossing to occur at a narrower section of
wetland. He also asks about the two vernal pools
located on the property, the plan of the box culvert,
and redirection of runoff through Lot 12. D. Nadeau
suggests that the road crossing be moved to the south
to give the vernal pool a larger buffer zone and to
make Lot 1 more amenable. The engineer,thinks it is
unreasonable to ask the owners to move the roadway. It
is a reasonable plan located at the point of minimum
crossing. Also, this is not a certified vernal pool.
Construction will occur after breeding time.
D. Nadeau requests a planting plan for the bottom of
the detention area, copies of the groundwater tests
conducted on 4/10/91, soils information, and a plan
comparing wing-walls to concrete walls.
John Tommy of 57 Dividence Road wants to lower the
culvert, thereby draining the school property.
10:30 C. Anthony makes a motion to continue the hearing
until April 24 at 7 p.m. Seconded.

10:32 Request Certificate of Compliance, Lot 4-Johnston
Circle, DEP# 270-152, RGB# 1986-14. There is sparse
lawn and erosion on Lot 4. D. Nadeau recommends that
Lot 4 not be released. A silt fence is on Lot 4 and it
has been loamed and seeded.
10:45_ Motion to give Certificate of_Compliance-on Johnston
Circle with the exception of Lot 4. Seconded.

10:55 Administrator's Report. Mike McCarthy is doing a
biological survey of the Cedar Swamp. Alex Svertski of
Boy Scout Troup 702 is locating and marking old
boundaries for his Eagle project. He will also put up
postings and trim bushes.
11:00 Endorse letter to President Bush urging RCRA
amendments.
J. Nickerson comments that Item 2 under Findings for the
Draft Order of Conditions for DPW Culverts Generics
should read "intermittent".
11:10 While not admitting fault, General Electric is willing
to give Reading one million dollars to modify the water
treatment plant and to payoff the town's indebtedness.
11:15 Motion to accept Town Warrant. Seconded.

Motion to endorse Article 6 of the warrant of the
Special Town Meeting to clean up TASC. Seconded.

North Reading will tie into the MWRA. Motion to
endorse Article 3 allowing the Concord Street area of
North Reading to connect to the system in Wilmington.
