Lachmayr, Vice Chairwoman; Voting Members - J. Nickerson, H. Hulse, C. Proctor, J. Biller, E. Loschi; Associate Members - J. Keigley, J. Miksen, E. Fuller; D. Nadeau, Conservation Coordinator. 7:00 Meeting called to order Order of Conditions DEP# 270-237, RGB# 1991-12, 18 Beaver Road. Motion to accept and issue as amended. Seconded. 7-0-0 7:16 Order of Conditions, DPW Culverts, DEP# 270-238, RGB# 1991-15. Remove summary. Modify 4, 8, 10, 15, 19, 20, 26. Motion to accept and issue as amended. Seconded. 7-0-0 7:45 Public Meeting, 14 Covey Hill Road, RGB# 1991-16. The home owners, John and Ann Gallant, want to landscape their backyard. They plan to churn up the thatch that is currently there. They will then fill to a level grade, install a sprinkler system, and seed the area. The work will be done by J.A.G. Landscaping of Medford. A 25' buffer zone will be maintained. Motion to find negative determination. Seconded. 7-0-0 7:55 Administrator's report. Approved driveway at 1152 Main Street. Mr. Edward Nicholls driveway crosses through Mr. Fairchild's property. 8:00 Public Meeting, 312 Ash Street, RGB# 1991-17. The property owners want to construct a single family home. D. Nadeau recommended that no conditions be applied to the project. J. Lachmyer motioned that a negative determination be found for 312 Ash Street. Seconded. 7-0-0 8:07 Motion to accept minutes of April 10 as amended. Seconded. 6-0-1 (J. Lachmayr) 8:13 Correspondence - request to rent garden space at Bare Meadow. Resident requested to rent garden space. Water issue needs to be checked. 8:22 Public meeting, 1176 Main Street, RGB# 1991-18. The residents have begun to clear their backyard. There j was concern about wetland delineation and about debris being placed on Open Land Trust Land. A site visit was scheduled for 7 p.m. Tuesday, May 28. Motion to continue until 7:40 on May 29, 1991. Seconded. 7-0-0 8:50 Plan Change, 189 South Street, DEP# 270'-216, RGB# 1990- 09. The applicant wished to grade his yard. This activity is outside of the scope of the original project (an in-ground pool). Motion to consider the plan change a significant plan change. Seconded. 7-0-0 A new public meeting was scheduled for June 12. 9:17 425/439 Haverhill Street, DEP# 270-221. Mr. Sanford Matathia asked that the Committee, rather than DEP, handle the job because the local standards are more stringent. Also, if the Committee was to handle the project, we would be saving administrative time and duplicity of effort. Motion to accept modifies Order of Conditions as detailed in document dated 5/22/91 under the local statutes. Seconded. 6-0-1 (J. Nickerson) Move to accept modified Order of Conditions, conditional on final acceptance of 0 of C by DEP, under the state statutes. Seconded. 6-0--1 (J. Nickerson) Motion to authorize the Commission Chairperson to sign consent to DEP to issue Final Order. Seconded. 5-0-2 (J. Nickerson, E. Loschi) 10:00 Plan Change, Lot 108 Lilah Lane Extension, DEP# 270- 171, RGB# 1987-12. H. Hulse is abstaining from all discussion. A deck has been attached to an existing house. The deck has been partially screened and roofed. Once completed, there will be an increase of 272 square feet of impervious area. Motion to consider the addition an insignificant plan change. Seconded. 6-0-1 (H. Hulse) 10:10 Order of Conditions, Lots 29&30 Brook Street, DEP# 270-233, RGB# 1991-06. The proposed activity was denied. Motion to accept and issue the Order of Conditions as amended. Seconded. 7-0-0 H. Hulse left. 10:30 Order of Conditions, Lot 35 Azalea Circle, DEP# 270- 232, RGB# 1991-03. C. Anthony expressed the Commission's opinion that the proposed project should be denied because the house would be untenable; there would beno _viable yard. Discussion was continued to May 28. 10:50 Order of Conditions, Carriage Estates Phase II, DEP # 270-236, RGB# 1991-10. The Commission was concerned with: - The lack of sub-surface investigation - Cracking of the bedrock during blasting and the potential for aquifer contamination - The potential to drain the wetlands via the sewer line - The impact of the road crossing on the adjacent wetlands The Commission requested information on the intended blasting techniques and the extent of possible fractures in consideration of the impact on wetlands hydrology and the possibility of contamination to the aquifer. The Commission also wants an investigation of the alleged on-site dumping. The general displacement of wildlife is also a consideration. The Commission is not satisfied that the developer has shown that the stream crossing is the only viable alternative. They have not gone to CPDC to request an extension of the cul-de-sac. 12:00 Move to adjourn. Seconded. 6-0-0
