VOTED 6-0-0 8: 25 Order of Conditions Carriaae_ Estates Phase II, DEP# 270- 236-,_3# _ 991 _Ia Attorney Charles Arthur, representing Mr. Fantasia, requested that the hearing be re-opened so that a revised plan could be considered. He claimed his client's actions were motivated by a desire to accomodate the concerns of the neighbors and of the Commission. Mo- tion to re-open the hearing. Seconded. VOTED 5-1-0 (E. Loschi) 8:50 Carriage Estates Phase II discussion turned to current on- site activities, On Friday, May 24, a backhoe was seen in and around the barn. The workers claimed that they were only sorting out the material that had been stored there when confronted by a fire department captain. However, that same evening, the police stopped two workers as they prepared to move material off site. The shed was demolished. Test wells were put in on May 28, 1991. The Commission was not notified about the drilling nor were they consulted about the qualifications of the person who conducted the test. The Commission requested that, in the future, they be notified before any activity occurs on site. The Com- mission requested that a hydrologist certified by the American Institute of Hydrology (a national professional certification body) and a geotechnical engineer with exper- tise in blasting be consulted. It also requested the fol- lowing: o "MGL c.21E" subsurface information in the work areas o an answer to the police violation o discussion with the Fire Department o bedrock information on the site o blasting impacts , _ Motion to continue the hearing until June 26 at 7: 40 p. m.
