Lachmayr (Vice Chair), J. Biller, H. Hulse, C. Proctor, J. Nickerson, J. Keigley (Associate Member), J. Miksen (Associate), E. Fuller (Associate), D. Nadeau (Conservation Administrator) 7:10 E. Loschi arrived 7:20 E. Fuller, minute-maker extraordinare arrived. The Commission was discussing the letter regarding DEP# 270-221 to Sabin Lord, DEP. H. Hulse motioned that the letter be accepted and issued as amended. Seconded. 5-1-1 (E. Loschi, J. Nickerson) 7:30 J. Nickerson and J. Lachmayr discussed ditch maintenance and the Taki-uchi machine. H. Hulse suggested that three standard orders of condition be drafted; one for upland ditches, one for wetlands, and one for combined circumstances. D. Nadeau and the public works department will categorize each ditch as it is maintained. 7:40 Continued Public Hearing, 1176 Main Street, RGB# 1991- 18. Site visits by members of the Commission indicated that there was thickly vegetated wetlands on the property. The Commission requested that the applicant have the wetlands delineated or that they file a notice of intent. Motion to continue until June 12 at 8:20. Seconded. 7-0-0 8:09 Plan Change, Lot 13 Fairwood Acres, DEP# 270-170, RGB# 1987-11. The applicants would like to build a pool on their property. The pool has been customized to fit their lot and will be surrounded by a pervious apron. The stipulation that water may not be drained into the wetlands was added to the Order of Conditions. 8:35 J. Lachmayr moved that the plan change to Lot 13 Fairwood Acres be considered an insignificant plan change. Nadeau commented that the detention area was out of the Commissions jurisdiction. The Commissions duty is to determine whether or not the project can accommodate a designated amount of water. .The town engineer has signed off on the project. J. Lachmayr moved that the Certificate of Compliance be granted. Seconded. 6-0-1 (H. Hulse) 9:20 562 Pearl Street. The occupants, the Vaughn family, removed buckthorn, a wetlands species, from the wetlands on their property. They are therefore in violation of the Wetlands Protection act. The Commission will draft aletter requesting a planting plan by the next meeting. If no plan is forthcoming,.an enforcement order will be filed.
