PRESENT: Chair Camille Anthony, James Biller, Harold Hulse, Ed-
win Loschi, Joan Nickerson, M. Clifton Proctor; As-
sociate Members Elizabeth Fuller, Jennifer Miksen and
James Keigley; and Conservation Administrator Donald
Nadeau
ABSENT= Vice-Chair Jennifer Lachmayr and Associate Member Leo
Kenney
7:02 PM Meeting called to order.
7:10 Minutea - Motion duly made and seconded to accept the
minutes of 4_.10-91. as amended. VOTED 6-0-0
7:15 Administrator's report. D. Nadeau requested permission to
sign-off on above-,ground pools that are not within 25 feet
of wetlands, verifying that the pool can be built without
disruption to the wetlands. .C. Anthony suggested that a
boilerplate Letter of Understanding with a checklist of
conditions, for the applicants to sign.
Motion made and seconded that the Conservation Ad-
ministrator be given authority to sign-off on pool permits
for above-ground pools that are being installed according
to these guidelines.
Motion made and seconded to amend the motion to include
other minor projects, such as flagpoles and fences that, do
not create a new lot line. VOTED 6--0-0

D. Nadeau will inspect 1176 Main Street on June 13.

216, RGB# 1990-09. The original plan was for a pool.. Ap-
plicant Ed Machnik presented a plan to grade the lawn to
create a level surface. D. Nadeau commented that the
project will have a positive impact on the stream.
8:10 Motion. made and seconded to close the public hearing, plan
change - 1.89 South Street, DEP# 270-216, RGB# 1990-09.
VOTED 6-0-0
Motion made and seconded designating D. Nadeau to write a
letter approving the plan change, to be added to the
applicant's file. VOTED 6-0-0

Motion made and seconded to continue the public meeting -
189 South Street, DEP# 270-216; RGB# 1990-09 to June 26,
1991 at 7:20 p.m- VOTED 6-0-0
Discussion - 562 Pearl Street, David and Janan Vaughn. D.
Nadeau has not written a letter requesting a planting plan..
He will write a Letter requesting that 75% of the shrub
layer be re-established within two growing seasons. There
was some discussion of having the Vaughns post a bond.

recommended that BVW f lag 5 be moved 20 feet, north, and
flag 10 be connected by a line to a new flag 10-A, to be
located at the second bend from the south end in the
haybale line.
Motion made and seconded to close the public meeting, 10
Franklin Street, RGB# 1990-19. VOTED 6-0-0
Motion made and seconded to issue a negative Determination
of Applicability with conditions as discussed, including
alterations to the BVW. The conditions include removal of
fill between flags 10 and 11. VOTED 6-0-0

9:30 D. Nadeau will tentatively schedule a meeting with CPDC for
July 10, 1.991 at 7: 30 p. m.. The walk through Bare Meadow
with Ben Nichols will be postponed until September or Oc-
tober.
9:32 inn Minotti, A cellar hole on
the property has been filled and leveled to the foundation.
A letter informing Ms. Minotti of the violation was sent on
June 20, 1991. If the violation continues through June 26,
the Commission recommended that an. Enforcement Order be
issued.
