Clifton Proctor; Associate Members James Keigley, Leo Kenney and Jennifer Miksep; and Conservation Administrator Donald Nadeau ABSENT: Chairman Camille Anthony, Associate Member Elizabeth Fuller 7:10 Continued Public Hearing, DPW Water Treatment Plant DEP# 270-239, RGB# 1991-20 Bill Gagney of Weston & Sampson Engineering and Bill Robertson, Assistant Dir. of Public Works - Engineering were present. Mr. Gagney addressed several Commission concerns: discharge water will be rerouted through a rip-rap trench directly to the existing lagoon, instead of to the finger wetland northwest'of the plant; the lagoon dredgings will be transported via Strout Avenue to the nearby Town compost area, and DPW will try to minimize spillage; discharge con- taminating northwest wetland will be greatly reduced as soon as tank construction begins. 7:41 Motion by C1if Proctor, duly seconded, to close Publics Hear- ing, DPW water Treatment Plant, DEP# 270-239, RGB# 1991-20. VOTED 6-0-0 7:45 Jim Biller reported for the Aquifer Protection Subcommittee: the Meadowbrook Golf Course did not respond to Peter Hechenbleikner's letter concerning impacts and the aquifer. 7:46 Continued Public Meeting, 1176 Main Street, RGB# 1991-18 Jennifer Lachmayr opened the meeting. The applicants intend to submit information for the next Conservation Commission meeting. Motion by Clif Proctor to continue public meeting 1176 Main Street, RGB# 1991-18. Also, James Biller and Beth Fuller, who have taken many of the past minutes, are to be placed at the bot- tom of the schedule. 7:59 Mr. Robertson suggested that 10% of any bond be retained upon completion of a project and release of the bond. The 10% should be retained for two growing seasons, to insure survival of plantings, 8:03 ~ - 57__ _ in,- t et, RGB# 1991-21 .(RGB Only) Owner William Morse requested to clear, seed and fence his back .yard, and stated that no resource area would be dis- turbed. Donald Nadeau reported that the only area involved is a drainage ditch (RGB only), but that the work done does fall within the 25 foot Buffer Zone., and perhaps the proposed watering well. should be moved outside the Buffer Zone. Paula Towle of 138 Lowell Street and Victor •Cerulli of 148 Lowell Street expressed concern about possible impact on their groundwater, and the administrator reported that Robert Medeiros of 144 Lowell Street had expressed the same. Motion by Clif Proctor, duly seconded, to.close Public Meet- ing RGB# 1991-21. VOTED 6-0-0 Motion by James Biller, duly seconded, to issue a Negative Determination of Applicability with Conditions as discussed, RGB# 1991-21. VOTED 6-0-0 8:20g~P._._tia.r~4snans~~ - A~hl~y moods DEP# 270-219, RGB# 1990-16 The Commission discussed adding wording to the Conservation Restriction document to cite Peter Ogren, and to change the wording to prevent any interpretation that the easement can be mowed. The administrator expressed concerns about the survival of the new plantings, and noted that the Town Coun- sel must approve the final wording of the restriction docu- ment. Motion by C1if Proctor to sign the Certificate of Compliance for Ashley Woods, DEP# 270-219, RGB# 1990-16, to issue when approved by Town Counsel. Motion made and seconded, to amend original. motion to include from the Order of Condi-- _tions C_onditi_ons #11 and #12, which continue for two growing seasons, and the Conditions which continue in perpetuity. VOTED 5-0-1 (Ed Loschi abstained) 9:07 Plan change - 318 South Street, RGB# 1991-13 Linda Grafton, the owner, requested that she be allowed to remove the large diseased mulberry tree and the ground vegetation, including poison ivy, on the lawn side of the stone wall that forms the rear property line. Motion by James Biller, duly seconded, to consider the re- quest an insignificant, plan change with the conditions- to include judicious use of herbicides. VOTED 6-0-0 9:20 The Commission discussed a letter from the attorney for Simon 7altman re: DEP# 270-233, RGB# 1991-06 9:45 Robin Snyder presented the Saugus River Action Plan, a proposal to educate and coordinate Towns and people in the river basin for its protection and use. 10:12 James Keigley and Joan Nickerson leave. 10:15 Request for Extension of Orders of Conditions - Sanborn Village Phase TV, DEP# 170-171, RGB# 1987-12 The Commission requested a redelineation of the original Bordering Vegetated Wetland line and an update by the ap- plicant. Violation update - 908 Main Street. No filing has been received. Therefore, an Enforcement Order shall be prepared to be endorsed at the next Commission meeting. A letter shall be sent to the DPW directing t•he following measures at the water treatment plant: Immediately re-route the dump trucks removing the sludge from the lagoons to go down Strout Avenue only. Clean up the spillage on the Strout Avenue route often. - Place haybales and silt fence across the northwest wet- land, to filter the discharge there. 11.45 Motion was made and seconded to adjourn the meeting.
