Minutes of July 24, 1991 Meeting No. 18
PRESENT: Chairman Camille Anthony, Vice-Chairman Jennifer Lach-
mayr, Harold Hulse, Edwin Loschi, Joan Nickerson, M.

During the discussion, the question of heavy metals dumped
on the site was raised. Mr. Bertelsen, 49 Dividence Road,
stated that DEP would require a site report pursuant to MGL
Ch. 21E. D. Nadeau was directed to send a letter to the
proponent concerning activity without proper notification
of the Commission, and reminding the proponent that no in-
formation regarding a site report has yet been submitted.
The Attorney General has approved the amendment to the
Reading Wetlands General Bylaw allowing the Commission to
obtain project review consulting at the applicant's ex-
pense. The Commission will consult with Town Counsel to
determine if this provision can be applied to this filing.

the Commission's Order for Lot 35 Azalea Circle, RGB#
1991-03 with Town Counsel. He will request an extension of
the 20 days deadline to respond to the summons.

8:20 Motion made and seconded to issue a Negative Determination
of Applicability with Conditions on. 1176 Main Street, RGB#
1991-18. Wetlands delineations discussed VOTED 6-0-0
8:50 Five minute recess.
8:55 Meeting resumed. J. Lachmayr gave an update on DPW ditch
maintenance policy, regarding 1983 conditions. Discussion
followed regarding upland and wetland Orders of Conditions.
9:05 Joint meeting with CPDC and Town Forest Committee regarding
the Aquifer Protection District (APD). C. Anthony chaired.
Topics discussed: salt dumping, underground storage tanks,
septic systems, Meadowbrook Country Club chemicals, salt
storage, MAPC and IRWCS investigations. Dick Howard
presented pamphlets to the Commission. C. Anthony asked if
APD was covered in the five-year plan. J. Lachmayr asked
how the A.PD was delineated. Discussion followed about who
should monitor and protect the APD.
9:30 J. Lachmayr left. Carriage Estates Phase II was discussed.
C. Anthony asked CPDC about the site report (Ch. 21E) they
had received from the proponent. Dick Howard stated that
at the August 5, 1991 CPDC meeting, the proponent will
present other methods of developing the area, and will
present final plans for the August 19 meeting.
