Clifton Proctor; Associate Members James Keigley and Leo Kenney and Conservation Administrator Donald Nadeau ABSENT: Jennifer Miksen 7:00 PM Meeting called to order. 7:02 Minutes of June 26, 1991 Corrections - C. Proctor should have been listed as present. E. Loschi should have been listed as absent. Motion made and seconded to accept as corrected. (E. Loschi abstained) VOTED 6-0-1 7:10 Minutes of August 14, 1991 Motion made and seconded to accept as corrected. (H. Hulse, E. Loschi and J. Nickerson) VOTED 4-0-3 7:18 Minutes of August 28, 1991 Motion made and seconded as corrected. (J. Biller abstained) VOTED 6-0-1 7:27 Policy discussion and reports: 1) Report on policy and discussion with Bill Robertson by J. Lachmayr. 2) Comments on 25 foot Buffer Zone with Azalea Circle as reference by J. Biller. 3) Report on Meadow Brook Country Club by J. Biller in- cluding fact that nothing heard so far on Aquifer Protection. 4) Report by E. Loschi on North Suburban Water Protection Association. Ed to attend next meeting on Sept. 25 at 7:30 p.m. 7:37 Administ a or's R port - Topics covered: 1) Bldg. Permit application for 17 Wilson Street signed. 2) Fodera - 10 Franklin St. - paved 10' x 50' dirt drive, 80' - 100' from BVW. Administrator signed-off. 3) Suggestion on requirements on preparation of minutes: note motions and who voted for, against and abstained. 4) Public Meeting Continuance Form circulated to Commis- sion members. 7: 45 Public M i ng - 104 Belmont Street, RGB# 1991 24 Presen- tation made to Commission members by William Lucey. Among issues raised: a) groundwater level. b) information on sewer hook-up. Reading Conservation Commission minutes of 09-11-91 Page 2 c) BVW line. d) distribution of any accumulated fill. e) final grading. f) vegetation plans. g) disposition of present cesspool tanks. h) estimate of 25' Buffer Zone. i) increase of impervious area due to patio blocks - determined to be more than offset by cessation of prior back yard cesspool. Motion made and seconded to close the Public Meeting. VOTED 7-0-0 Motion for Negative Determination with conditions moved by J. Biller. VOTED 7-0-0 Negative Determination conditions: a) Any extraneous dirt to be covered with plastic; b) Limits of work to be flagged and approved by Ad- ministrator; c) Any additional "boiler-plate" conditions deemed neces- sary by Administrator to be put in place, e.g. dewater- ing. 8:38 Motion made and seconded to go into Executive Session for Executive Session Minutes of August. 28, 1991.
