Clifton Proctor; Associate Members James Keigley and Jennifer Miksen; and Conservation Administrator Donald Nadeau ABSENT: James Biller, Associate Member Leo Kenney 7:01 PM Meeting called to order. Minutes Motion duly made and seconded to accept minutes of 7-31-91 as amended. (J. Lachmayr) VOTED 5-0-1 7:16 C. Anthony reported attending Selectmen's meeting regarding use of conservation land for an ice rink. The proposed ar- ticle was not placed on the warrant for Town Meeting. 7:20 Administrator's Repor D. Nadeau reported the following: o The T. Winkler appeal was continued; o Carriage Estates' proponent filed a request for an ex- tension of the hearing time-frame, and has submitted the MGL c. 21E report, which appears to be of accept- able quality; o The owners of 296 South Street filed a request for a Certificate of Compliance; the land is stable; o The Birch Meadow Association submitted a letter regard- ing the proposal to place an ice rink in the area; o Fairwood Acres BVW replication site #2 behind Lot 17 should be evaluated; (7:30 E. Loschi left to attend the MAPC North Suburban Water Supply Protection Committee meeting) o Winchester Hospital requested an extension of the RGB# 1989-1 Order on the former Biggio property off Ash St.; o The applicants for 118 Belmont Street filed an As-Built Plan for their request for Certificate of Compliance; o For waterway maintenance, 88 sections would be covered under the Blanket Order of Conditions; major streams would need individual filings; wetlands work would be maintained under the performance standards. 7:40 Continue Public Hearing Carriage Estates Phase II. DEP# 270-236 RGB# 1991-10 C. Anthony announced that H. Hulse would abstain from __all discussion. P. Ogren represented the applicant and requested an extension. The Commission had requested a report from a member of the American Reading Conservation Commission minutes of 09-25-91 Page 2 Institute of Hydrology to evaluate the effects of blasting. J. Lachmayr expressed concern about a "french drain effect": would it ultimately affect the Ipswich River recharge area? Test holes show the soil to be sandy and pervious soils. D. Nadeau commented that on May 7, 1991 the Commission requested a certified hydrogeologist, who could best address the issue. The Commission requested that the issue of blasting be addressed for the whole project. Nancy Shipes, Chair of the CPDC, agreed to a joint meeting with the Conservation Commission on October 21, 1991 to hear Carriage Estates Phase II issues. J. Lachmayr presented the following list of concerns: o A sewer crossing manhole is 15 feet away from and with a rim 1.5 feet above the elevation of the wetlands: could the stream drain into the manhole during a flood? P. Ogren responded that the two manholes near the wet- land could be sealed manholes with gaskets. o The detention area outlet pipe would be below, ground- water elevation. P. Ogren responded that the high water level is very close to the surface and will benefit in replication of wetlands plants in the deten- tion basin. o Can any trees be saved by reshaping the detention area? P. Ogren answered that the shape has been changed to reduce the removal of trees. Assistant Director of DPW Wm. Robertson proposed a shape with more trees. Joan Nickerson expressed concern about the water quality in the small pool on Lot 17. Town Planner J. Edwards asked about the effect of the new plan on the vernal pool. P. Ogren maintained that the water line would still cross the wetlands in the same location, and would not affect the pool; the applicant has complied with all buffer zone set- back requirements. 8:47 Motion duly made and seconded to continue the public hear- ing for Carriage Estates Phase II, DEP# 270-236, RGB# 1991-10 to October 9, 1991 at 7:40 p.m.. VOTED 4-0-1 (H. Hulse). Request Certificate of Compliance. 296 South Street„ DEP# 270-154, RGB# 1986-15,D. Nadeau reported that the work had been performed according to the Order, and a brush pile had been removed as requested. He recommended that the re- quirements for a Certificate of Compliance had been met. Motion duly made and seconded to issue a Certificate of Compliance for 296 South Street, DEP# 270-154, RGB# 1986- 15. VOTED 5-0-0 Reading Conservation Commission minutes of 09-25-91 Page 3 9:07 Request RGR Ex anion Permit, "272" Ash Street, 1989 1 by Winchester Hospital. Motion duly made and seconded to grant RGB Extension Per- mit, "272 Ash Street, 1989-1 to Winchester Hospital for one year, from 10-4-91 to 10-4-92. VOTED 5-0-0 9:15 E. Loschi returned. Request Certificate of Compliance 118 Belmont Street, DEP# 270-235. RQR# 991-08 By letter, the applicant's represen- tative, Wm. Manuell, R. P.E. , maintained that the as-built plan deviations were an insignificant change, and the project substantially complied with the Order of Condi- tions. Motion duly made and seconded to issue a Certificate of Compliance, 118 Belmont Street, DEP# 270-235, RGB# 1991-08. VOTED 6-0-0 J. Edwards suggested a meeting between a member of the Police Department, Fire Department, and the chairs of CPDC and the Conservation Commission to discuss projects, preferably every month. He suggested that a memo be sent to the Town Manager to set a policy for scheduled meetings. The Commission scheduled a site visit at the second BVW crossing North on Fairwood Acres for October 5, 1991 at 9:00 a. m. 9:59 Motion duly made and seconded to adjourn. VOTED 6-0-0
