Robertson, using the "Plan of DPW Storm Drainage Maintenance Areas 1991" generally described the drainage basins and the typical way in which work would take place. Highway Superintendent Mike deRri,gard will direct the work. There is a manpower shortage, but it is hoped that work can start and continue. Work will be allo- cated as complaints arise, or as damaged infrastructure re- quires, Work will be strictly limited -to the locus as circled and numbered on the referenced Sian and as covered by -the blanket Order of Conditions. C. Anthony expressed concern that the referenced 1923 elevations could not be used. W. Robertson responded that it would be impossible to use 1923 elevation.:. _ C. A. asked how often the plan would be updated. W. R. answered that a yearly update would occur, but noted that a longer time may be used. L. Kenney noted that site #C-17 has been modified sucl.-:. that the wetlands affected by the change are draining. W. R. noted that such situations would be reTDaired to the 1923 elevations will be used such that culverts will be rebuilt to that ( 1.92;3 elev.) and if an. abutter is affected, then that abutter will be required to see the Conservation Com- mission. C. A. questioned Conditions 13, 14 and 15, noting that #13 gives a standard 1.5 foot margin but #15 has no such reference to a measurable margin., J. Nickerson asked if rip--rap ought to be allowed at all in the Order. Hulse abstained from discussion. Peter Ogren, the En- gineer representing t1--le applicant, distributed coPies of the report of the Project, Hydrologist, Carr Research Laboratory, Inc. The report concluded that the water line poses no threat to the wetlands, noting that, the topographic conditions preclude any groundwater from flow- ing out of the wetlands, via the water line trench, Regarding the issue of migration of contaminants on the site, the "21E" report concluded that the contaminants, may occur on the site, but -carat contaminants are not located on site. Regarding the issue of blasting effects, it con- cluded that the type and. mass of rock is fairly solid and, as such, blasting will not open new fractures that will al- ter the hydrology. J. Hiller noted that there are no provisions for foot traf- fic between the cul-de-sacs. D. Report, on MAPC open space planning. D.N. will order a set of orthophoto quads/photo maps from Charles Costello of the DEP Wetlands Conservancy .Program. C. A. reported for the Aquifer Protection Subcommittee that she talked with Meadow Brook. Country Club grounds manager. C. A. asked what the bond is on the project;. $19,000 is being held by the Commission to ensure general compliance with the Order. The Commission as a body expressed its general displeasure at the level, of responsiveness and thoroughness of the proponent. The Commission agreed to extend to May 15, 1992 the time by which the proponent will have loaned and reseeded the area, or the Commission will take the bond. The members noted that, downspouts should be located such that, the drainage Pass across lawn areas before draining onto imper- vious surfaces. They rioted that driveways that drain into wetlands are such a chronic problem that a policy should be formulated to mitigate the effects. VOTED 6-0-0 Motion duly made and, seconded. the the Conservation Commis- sion will accept the land identified as Assessor's Plat. 99 Lot 23, consisting of about 1.831 acres, and recommends that the Board of Selectmen acid/or Town Meeting transfer care, custody and control o the land to the Conservation Commission, to be added to the "Maillett" Conservation Area, VOTED 3--0--0 Motion duly made and seconded to accept the minutes, as cor- rected for meeting 20.
