Nickerson, M. Clifton Proctor; Associate Members Jades Kerley, Leo Kenney and Jennifer Miksen; and. Conservation Administrator Donald Nadeau ABSENT: Edwin Loschi 7:00 PM The meeting: was called to order. The Commission discussed a gift for Ben Nichols. C. An- thony offered to follow up on a gift. 7:10 C. Anthony and L. Kenney discussed the Reading Rifle & Re- volver Club history. It appears that the RRRC obtains ac- cess to its land via Conservation land. C. Anthony reviewed the file and found a license agreement that re- auires the RRRC to pay a fee for the use of the Conserva- tion land. 7: 13 D. Nadeau arrived. -Ad .iinistrator's re rt He inspected Lot 129 Sanborn Lane and reported that the grass was grow- in.g well. He noted violations at 35 Lilah Lane and 30 Ter- race Park Drive. 7:22 H. Hulse left the meeting to attend the Ice Rink Siting Ad- visory Committee meeting. DPW Director A.V. Fletcher gave a brief presentation on the new sewer along Concord Street in North Reading. They outlined problems with dry wells or pits: leaves, grit., dirt, pine needles, etc.. clog them; a typi- cal dry well lasts five years. Mr. Fletcher asked why the Commission regulates 3,500 sq. ft. maximum impervious area for individual house developments. Subdivision detention areas have enough capacity to handle individual lot in- creases. DPW regulations allow no more than 25% impervious area per lot anyway. D. Nadeau and W. Robertson will discuss plans for future subdivision detention area requirements. A stormwater mitigation subcommittee was formed consisting of J. Lach- mayr, J. Biller and. J. Keigley. The Com- mission requested a redelineation of the lots. Deborah McCartney of Hayes Engineering, Inc. said that lots 103, 105 and 111 were redelin.eated. C. Anthony asked about the rip-rap proposed on lot 105. D. McCartney said it would not fall into the wetland. 0 Nick- erson asked why the Commission was being asked to approve a plan with a douse footprint and rip-rap, etc. , when the purchaser may desire another arrangement. This would re- quire a plan change in the future. L. Kenney noted that there is a vernal pool on lot 105. Motion made and seconded to accent the BVW .redelineation on Sanborn Village Phase IV. VOTED 5-0-0 Motion made and seconded to grant an Extension Permit to 7-13-92 on Sanborn Village Phase IV, DFP# 270--171, RGB# 1987--12. VOTED 5-0-0 9:10 H. She stated that the house is smaller than on the approved plan. C. Anthony stated that a concern she had is that the 20--foot Buffer Zone will be encroached upon in the future. Motion made and seconded to grant a Certificate of Com- pliance for Lot 129 Sanborn Lane, DEP# 270-230, RCB# 1990- 38. H. Hulse abstained VOTED 5-0_.1 9:18 J. Biller requested that the Commission reorganisation be voted on tonight. The Commission discussed reorganization. Motion, made that at the next regularly scheduled meeting on November 13, that the Commission vote reorganization. H. Hulse requested that it be put on the agenda before 7:30 PM, as he will be attending the Ice Rink Siting Advisory Committee meeting for the next 15 weeks. 9:30. Nadeau thought, and would confirm that the Condition is required under MGL, c.131, s.40. J. Lachmayr said the work is proposed in easement areas, which have their own plan and are filed separately at the Registry. VOTED 6-0-0 10:34 L. Kenney said that he has been to 60 Willow Street and the fill has not been removed from Town land yet. 10:38 Discussion on Subsequent Town Meeting Article #9. D. Nadeau presented to the Commission a mate and memo to the Board of Selectmen, that was directed by the Commission to be written. 10:50 J. Nickerson gave an update on the CPDC Master Plano A public hearing will be held Thursday, November 71 1991 at the High School. 10:54 H.
