Clifton Proctor; Associate Members James Kerley and Jennifer Miksen; and Conservation Ad- ministrator Donald Nadeau ABSENT: Associate Member Leo Kenney 7:00 PM The meeting was called to order. 7:10 D. Nadeau showed the Commission a series of Reading aerial photos that have wetlands delineations. They were prepared and donated by DEP Wetlands Conservancy Program Section Chief Charles Costello. C. Anthony proposed that the Com- mission have a "Wetlands Corner" in the new Town Newsletter in the Suburban News. D. Nadeau gave his report and re- quested drafts of minutes that have not yet been approved. 7:20 QQmmission recr ax izat r J. Nickerson nominated C. An.- thony to be Chair. VOTED 7-0-0 H. Hulse nominated J. Lachmayr to be Vice-Chair. VOTED 7---0-0 7:23 Master Plan_c3iscLas,sirn J. Biller and J. Nickerson dis- cussed how the Plan makes recommendations on land use for Camp Curtis Guild and other areas. 7:27 H. Hulse left to attend the ice Rink Siting Advisory Com- mittee, D. Nadeau reported that the Town Manager has authorized him to make preliminary wetlands delineations on potential ice rink sites (the old NIKE site, Batchelder Field, the High School field douse grounds). Anthony asked for an explanation about Lots l and 20, which are proposed to contribute drainage to Phase I after con- struction. D. Nadeau will include a reference to the DPW proposal. He recommended that the water main crossing be moved 15 feet south of its proposed location. 3:50 J. Lachmayr left. Suitability of the word "debris" was questioned in the draft Order. Though MGL c. 131, s.40 jurisdiction extends to the limit, of the 100 foot Buffer Zone, PGB Section 5.7 extends beyond to justify the requirement for removal of unsuitable debris as listed in DEP General Condition #8. The Commis's.,ion discussed the following Condition: 20% of the Bond or, at the discretion of the Commission, that per- cent which would reflect the water and sewer crossing work, shall be retained until the Commission. confirms 75% success of the wetland replication by the end of the second growing season. Nadeau reported approving moving the house footprint ten feet back from the road, slightly further away from wetland, in. order to avoid a cart pa-t.h easement that is clouding the title. 10:35 J. Biller and J. Keigley left. New and old business on the agenda were quickly reviewed= proposed dine schedule for the regulations.
