Minutes of November 20, 1991 Meeting No. 29
PRESENT: Chair Camille Anthony, Vice-Chair Jennifer Lachmayr,
James Biller, Harold Hulse, Edwin. Loschi, Joan Nicker-
son, M. Clifton Proctor (arrived at 9:55); Associate
Members James Ke.igley, Leo Kenney and Jennifer Miksen;
and Conservation. Administrator Donald Nadeau
ABSENT: None
7:00 PM The meeting was called to order.
7:02 Motion made and seconded to enter executive session to dis-
cuss litigation. Roll call VOTED 6-0-0
8:02 J. Nickerson asked Jeffrey Gould of Town Counsel if the
Town could pursue the 5/9 portion of the land for conserva-
tion. J. Gould said he would research it and respond.

DPW Assistant Director - Engineering - W.M. Robertson gave
a project status report. Most of the work has been per-
formed. C. Anthony said the Commission was at the site on
Saturday, and noticed two items: (1) the silt fence does
not extend far enough back on the project; (2) the fill
needs to be mulled back.
Abutters Diane Doyle and Roger Hoyt asked questions about
the cemetery expansion. Ed Alstrom of Baker road mentioned
that since the summer use has had standing water on his
property, and he wonders if it is a result of the placement
of the fill. W. Robertson answered by discussing the DPW
program to clean out the waterway.
8:20 The Commission recessed for rive minutes.
8:27 J. Gould of Town Counsel returned with a review of the
draft Order for Carriage Estates Phase II. He gave two
comments: on page 5-3-7, par. 4 , the term "limit of ac--.
tivity line" is used. He feels this is a gray area. if
the Commission means no activity, then perhaps use those
words. The Commission discussed the wording in the draft
Order.
8:27 Eagle Scout applicant Alex Svirsky discussed his project.
He organized Webelos to replace Conservation Commission
signs. They placed 26 signs and also located the bounds
used for the surveys of several Conservation. Area bound-
ar:?es. Ham" reared an above-ground pool placed over the
line at Bear Meadow Conservation Area, a dumping site be-
hind the Fantasia property and another behind Eairwood
Acres, at Kurchian Woods Conservation Area.

9:02 Lotion made and seconded to issue a letter acknowledging
Mr. Svirsky's accomplishments and congratulating him for a
job well done, which will benefit the community.

9:35 Lotion made and seconded to reconsider the vote on the Or-
der of Conditions for Carriage Estates Phase II, DEP# 270--
236, RGB#$ 1991-10 VOTED 5-0-1
Motion made and seconded to approve the Order of Conditions
for Carriage Estates Phase II, DEP# 270-236, RGB#$ 1991-10
H. Hulse abstained VOTED 5--0-1
9:50 J. rachmayr reported on the Mobil Station 1320 Main Street
proposal.
9:55 M. C. Proctor arrived.
9:59 Discussion on 'H' Street. A resident comxplained about
vehicles driving through the sewer easement in the wetlands
to Belmont Street. The Commission directed the Ad-
ministrator to ask DPW to place boulders to prevent un-
authorized access.
10:36 Reading Antiquarian Committee Open House will be Sunday,
12--8-91 from 2-4 PM.
10:40 Motion made and seconded to adjourn.
