J. Lachmayr reported on phone calls to Norm LeClerk and Comm. Lachmayr noted file memo from engineering division that it had not yet completed its review. 7:27 H. Hulse left to attend the Ice Rink Siting Advisory Board meeting. Motion made and seconded to grant a Partial Certificate of Compliance. (J. Lachmayr against, C. Proctor) VOTED 2-1-1 7:30 C. Anthony reported on a discussion with Town Counsel Jeffrey Gould. A public hearing on Mules and regulations will be scheduled for February 12, 1992. J. Gould reported that associate members are covered within the confines of the authority of the Commission. 7:38 J. Biller discussed a memo from the Zoning Enforcement Of- ficer Stuart LeClaire regarding the 20% impervious area definition in the Zoning Bylaws. He will ask for time on the Selectmen's agenda to discuss a proposed bylaw change. 7:42 _obil Oil Station, 1320 Main Street Bob Fishman, Attorney for Mobil Oil Corp., Don Higgins, and James Giarrusso of Bayside Engineering Associates requested the Commission's input on the proposal to renovate and increase impervious area, prior to filing with the Board of Appeals. Attorney Fishman described the station's location in rela- tion to the Aquifer Protection Zoning District (APD). it'' was his understanding from paragraph 2.4 of a Metcalf & Eddy report, that the station is tributary to an area which does not recharge the existing wells, but would recharge future wells planned to the north of the station. The site is one acre, and total impervious area is 48%. Reading Conservation Commission minutes of 01-08-92 Page 2 Regarding features of the proposed drainage system, Attor- ney Fishman recommends that the McTighe unit be pumped once per year, and that the f filter also be changed at that time. He asked if the Commission is satisfied with the proposal. J. Biller asked about the catchbasin in the undeveloped area and about the suing of the McTighe unit. The tank will be 12,000 gallons, vs normal compartment size of 3,500 gallon on an oil tank truck. J. Lachmayr requested addi- tional information on the McTighe system in terms of water discharge quality and maintenance, and requested additional references. J. Giarrusso said he would provide it. 8:15 Reading Municipal Light Department site ro osal RMLD Assistant to the General Manager James Blomley presented the proposal. He asked what information will be required for the filing. The Commission scheduled a site visit for 9:00 AM on 1-18-91. 8:32 Violation, 60 Willow Street Mr. Rindone explained the reason for delays on removing the fill. He was laid off and has a problem with the contractor. He cannot currently afford to hire a new contractor. Mr. Rindone felt it would be possible to install the retaining wall and remove the dirt from Town property by the end of March 1992. The Com- mission decided to review the case with Town Counsel before making a decision. The Commission discussed car access to the Maillett Conser- vation Area. Leo Kenney volunteered to install a conserva- tion regulation sign at the site. 8:50 Lot 5A Batchelder Estates The Commission requested that the Administrator identify abutting Conservation lands. 9:03 Earth Dav The Commission is interested in assisting, but wants to know which days and which areas will be involved. C. Anthony will ask the Town Manager to come and discuss the plan further. 9:10 The proposed fine regulations were briefly discussed. 9:11 Motion made and seconded to enter executive session to dis- cuss litigation..
