In the absence of the Chair, Mr. Chapman called the meeting to order and reported that at the last
Selectmen's meeting, Mr. Drexler had been appointed an Associate Member of the Conservation
Commission. The Commission welcomed Mr. Drexler.
APPROVE DRAFT MINUTES OF OCTOBERS, 1994
MOTION - A MOTION WAS MADE AND SECONDED TO APPROVE THE MINUTES OF OCTOBER 5,
1994 AS AMENDED.
VOTED 6-0-0
MOTION- A MOTION WAS MADE AND SECONDED FOR RECONSIDERATION OF THE ABOVE
MOTION AS MR. DREXLER WAS NOT AS YET AN ASSOCIATE MEMBER.

MOTION - A MOTION WAS MADE AND SECONDED TO APPROVE THE MINUTES OF OCTOBER 5,
1994 AS AMENDED.
ADMINISTRATOR'S REPORT:
1.) Mr. Nadeau distributed a flyer on a Hydric Soil Workshop.

2.) Mr. Nadeau commented upon Ms. Eaton's and Ms. Nickerson's tremendous efforts on the Open
Space Map and Worksheet for GIS.
3. Mr. Nadeau reported there would be a Greenways Gala Celebration held on October 27, 1994.
SUBCOMMITTEE REPORT: OPEN SPACE COMMITTEE/MS. EATON:
Ms. Eaton reported that the last version of the draft of the questionnaire would be in the Reading Notes
section of the Suburban News.
8:00 P.M.: POLICY DISCUSSION: N EATON - ORDERS OF CONDITIONS WORKSHOP
Mrs. Eaton reported that she attended the Orders of Conditions Workshop on October 15, 1994. Some
of the items discussed were Extensions and Amendments, plan changes and procedures and the

importance of abutter notification process on all but very insignificant changes.
Ms. Eaton distributed two sets of Orders of Conditions : "Making Wetlands Decisions that Stick° from
the Massachusetts Association of Conservation Commissions. One of the sets outlined 100 conditions
and another set outlined Extensions and Amendments.
8:15 P.M.: EAGLE PROJECT PRESENTATION - MICHAEL FOODMAN
Michael Foodman, Life Scout, presented his proposal regarding his scouting project for improvements to
an area on Mill Street that goes over the Ipswich River. It was agreed that this would be a good project,
however, the Commission suggested an inventory of work to be performed, marking the areas in the
field and on a site plan, indicate types of machinery to be used for clearing, and method of disposal.

8:35 PM: CONTINUED PUBLIC HEARING - 489 LOWELL STREET
DEP# 270-264, RGB# 1994-25, LIAISON: J. NICKERSON
This meeting had been scheduled for 8:00 P.M., but it was held over awaiting the arrival of the
Applicants, Carla and Adam Andrade. The Applicants, were before the Commission for a Notice of
Intent for maintenance and paving of an existing driveway.
The Commission discussed Item #12, Habitat of Endangered Species, which had inadvertently been left
unanswered on the Intent. The corrected page had not yet been received by the Administrator.

8:40 P.M.: PUBLIC MEETING: 1312 MAIN STREET
RGB# 1994-27, LIAISON: MR. HULSE
Dr. Michael Leverone, applicant and owner of 1312 Main Street, Reading Animal Clinic, was present to
address the Commission.
Presentation: Applicant stated that a larger working space is needed at the property . He addressed
his proposal for additions to back and sides of existing structure totaling approximately 900 square feet .
No extensions are proposed beyond the current front and side lines of the building. Applicant wishes to
tie-in to Town sewerage. The Administrator reported that he had signed-off on the trench for a sewer
connection to Main Street.
Deliberation: The Commission briefly discussed the ZNV and were satisfied that the wetland line in the
area abutting the left side of the building was adequate. Also, the Commission requested that the
natural vegetation, up to the edge of the building, be restored after construction and retained as natural
vegetation.

1.) AUTUMN LANE.-. DEP# 270-251 RGB# 1993-03
Peter DeGennaro, Presidential Development Corporation, was present to address the Commission
regarding Autumn Lane to request an Extension to the Orders of Conditions. The Administrator reported
that the wetland on site is being "by-passed," and the water is being piped into the downhill, street
drainage system. The Detention Area has been built. The Commission is concerned with the
steepness of the slope as well as the depth of the detention basin. It was agreed that this matter would
be discussed during a the hearing for the Certificate of Compliance.
MOTION - A MOTION WAS MADE AND SECONDED TO GRANT AN EXTENSION FOR THE ORDER
OF CONDITIONS FOR AUTUMN LANE, DEP#270--251, RGB# 1993-03, UNDER READING
BY-LAWS 1992-25, FOR ONE YEAR, RETROACTIVE FROM MAY 14, 1994 TO MAY 14, 1995.

2.) VARNEY CIRCLE: DEP#270-249 RGB#1992-25
Peter DeGennaro, Presidential Development Corporation, was present to address the Commission to
request release of part of the bond. At a site visit on September 17, 1994, the Commission had noted
that some of the transplanted trees on Lot 2 (to cover the lost canopy ) were either dead or dying. Mr.
DeGennaro commented that these trees would remain to see if they survived the winter. He also
informed the Commission that more trees than the Enforcement suggested had been planted. The
Commission discussed the requirement of planting trees native to the area; it is believed that Norway
Maples have been planted. A site visit is planned for determination. It was suggested that the applicant
furnish a list of the trees he purchased from the nursery. The Bond Reduction will be on the
Conservation Commission's Agenda for November 2, 1994.
Mr. DeGennaro requested permission to work under the Order of Conditions. An Extension of the Order
of Conditions was discussed. The Commission was satisfied with the current wetland boundary.

9:15 P.M.: PUBLIC HEARING: BEHIND 26 SUMMER AVENUE/WILLOW STREET
DEP#270-263, RGB# 1994-26, LIAISON: MR. CHAPMAN^
Peter Ogren, Hayes Engineering, representing the Applicants, Kevin and Patricia Fulgoni, was present to
address the Commission.
-Presentation: Mr. -Ogren summarized the plan for the Notice of Intent to construct a single-family
dwelling w/driveway, associated grading, and connections for water and sewer from existing public water

Approve Sign-Offs:
1.) 118 Belmont Street, 12'x 24' shed: Applicant had a past violation; Commission agreed that a
permit not be issued until there is confirmation that this applicant is in compliance.
2.) 47 Indian Tree Lane - increase porch and deck, on columns: Mr. Nadeau reported that plans
were in good order and acceptable.
MOTION - A MOTION WAS MADE AND SECONDED THAT THE COMMISSION APPROVE THE
SIGN-OFFS.
3.) 489 Lowell Street: To be addressed at the next meeting.

MISCELLANEOUS
1.) Ms. Eaton reported that the Americans with Disabilities Acts Coordinator for the Town of Reading is
the Town Clerk, Cathy Quimby. If an attendee with a disability requires any accommodations in order
to attend a meeting, the Town Clerk should be so informed prior to the meeting.
2.) The Commission is planning a party for a former member which will be combined with a Christmas
party.
3.) Mr. Kenney reported that the chain link fence is buried at the Nike Site Detention area. Applicant
had been notified; they informed Administrator that situation would be remedied. Mr. Nadeau will write
a Violation Notice.
4.) Smith Property (10 acres): Ms. Eaton reported that the developer is planning to construct five homes
at this site.
5.) New England Power: The Commission reviewed the packet submitted by New England Power
regarding the Department of Food and Agriculture's approval of the Right of Way Vegetation
Management Plan.
