PRESENT: Chair James Biller, Vice-Chair Steve Chapman, Josh
Drexler, Nancy Eaton, Harold Hulse and Conservation Ad-
ministrator Donald Nadeau
ABSENT: M. Clifton Proctor, Associate Leo Kenney.
7:15 PM The meeting was called to order.
Administratcr/subcommittee reports: Open Space Task
Force update.
Lot 2 Varney Circle bond allocation: the Commission agreed to
the incremental release of bond money for trees as the trees are
accepted. If failed trees are replaced, the species need to be
approved by the Commission prior to planting.

RGB# 1995-02 Jack Rivers presented a revised plan dated 1-18-95.
The Commission site visits of 1-14-95 and 1-29-95 were put on
record. The parties agreed to a wetland line and to continue the
meeting to receive 12 new plans with the revisions.
Motion made and seconded to continue the public meeting for 119
Van Norden Rd./end Fairchild Dr. RGB# 1995-02 to 7:30 p.m. on
2-15-95. VOTED 5-0-0
Continued Public Meeting - 51 Mill Street RGB# 1995-03 Bill
Dufresne, Bill Barrett and botanist Leah Basbanes, M.A. presented
a new site plan and agreed with the 1-29-95 Commission site visit
delineation on record, except for flag #15 and the isolated area
at Mill Street. They agreed to provide documentation in those
areas and a surveyor/engineer-stamped revised plan for a con-
tinued meeting.
Motion made and seconded to continue the public meeting - 51 Mill
Street RGB# 1995-03 with concurrence to 8:00 p.m. on 2-15-95.
VOTED 5-0-0
Cert. of Compliance - rear 317 Haverhill Street Nike missile pads
DEP# 270-257, RGB# 1993-25 The as-built plan was found to be not
accurate or proper. No motion was made.

RGB Extension - Nugent Lane DEP# 270-248, RGB# 1992-24

Status - Greenhouse Acres DEP# 270-162, RGB# 1987-3 Bob McNeil,
Russell Tanzer, Sterling [Walls] and the attorney were present.
Sterling submitted many documents and plans, including BVW
analysis revised 2-1-95, and stated that all walls were corrected
except behind Building 14, which was almost done, pending con-
crete facility production. He stated that net site impervious
area exceeded the approved plan by 2,172 sq.ft.: 560 sq.ft. to
inner detention area, remainder overland to perimeter, plus 1,446
sq.ft. increase from work done before by The Fafard Companies:
260 sq.ft. to inner basin.
S. Chapman directed that stones and debris at the base of the
retaining wall behind Building 18 be removed..
Motion made and seconded to allow Certificates of Occupancy on
all units except all Building 2 units, pending completion of
construction of wetlands work. VOTED 5-0-0
The draft Enforcement Order was not signed.
