Minutes of February 15, 1995 Meeting No. 05
PRESENT: Chair James Biller, Vice-Chair Steve Chapman, Hope
Boghosian, Nancy Eaton, Harold Hulse, Associate Leo
Kenney and Conservation Administrator Donald Nadeau
ABSENT: Josh Drexler, M. Clifton Proctor
7:15 PM The meeting was called to order.
Annual Town Meeting warrant: The Commission directed that DPW
verify the side slopes at Symonds Way, for consideration of a
Certificate of Complianc prior to Town Meeting.
Continued Public Meeting - 119 Van Norden Rd /end Fairchild Dr.
RGB# 1995-02 Paul Finocchio submitted a revised plan dated
2-13-95 and corrected it by adding a note on the general location
of the on-site vernal pool, then dated it 2-15-95. He will lo-
cate the new flag #83 on-site.
Motion made and seconded to close the public meeting for 119 Van
Norden Rd./end Fairchild Dr. RGB# 1995-02 VOTED 5-0-0
Motion made and seconded to issue a Positive Determination of Ap-
plicability witht he wetland line shown on plan dated 2-15-95 and
including the note on the northwest wetland VOTED 4-0-1 (H.
Boghosian abstained)
8:05 PM __,Continued Public Meeting - 51 Mill Street RGB# 1995-03
Bill Dufresne submitted a new plan dated 2-15-95 with address and
lot number added to title block, isolated depression flags re-
placed onto plan, and the BVW line moved between flag 13A to 17A
up to the 74-foot contour. The President of Wetlands Preserva-
tion Inc. described the plants in the isolated area and concluded
it was not a wetland. A report will be submitted. The applicant
agreed to a Commission site visit on Saturday, 2-25-95 at 8:30
a.m. with a WPI representative and the plants identified on-site.
Motion made and seconded to continue the public meeting - 51 Mill
Street RGB# 1995-03 with concurrence to 8:30 p.m. on 3-1-95.

Public Hearing - 8 Kurchian Lane, DEP# 270-267 RGB# 1995-05
The Commission reviewed tha application, Rose Solimini's tes-
timony, and the Commission weekend site visit report on file.
Motion made and seconded that the public hearing 8 Kurchian Lane,
Members proposed draft Order language.
10:30 PM A recess was called.

Public Meeting - 572 Franklin Street RGB# 1995-06 James
Girouard presented a large correcred plan, and proposed to add 10
yards of loam in addition to a maximum of 30 yards of fill to
smooth-out the back yard and to plant grass, after removing old
debris piles to base. The additon is at the edge of jurisdic-
tion. He will submit two copies of the new plan and his written
testimony. Conditions considered were a silt fence or haybale
line at the limit of work - not to be removed until the area is
permanently stabilized - and the standard conditions.
Motion made and seconded to close the Public Meeting - 572
Franklin Street, RGB# 1995-06 VOTED 5-0-0
Motion made and seconded to issue a Negative Determination of Ap-
plicability with the discussed conditions. VOTED 5-0-0
Public Meeting - 25 Brook Street RGB# 1995-07 The meeting was
opened, but applicants representative had requested a continuance
until the Commission could view the site without snow cover.
Motion made and seconded to continue the Public Meeting - 25
Brook Street, RGB# 1995-07 to April 12, 1995 at 8:00 p.m.

RGB Extension Permit - Varney Circle RGB# 1992-25
Motion made and seconded to extend the Order of Conditions for
Varney Circle, RGB# 1992-25 to February 26, 1996 VOTED 5-0-0
Enforcement Order - 38 Cross Street
Motion made and seconded to accept and issue the Enforcement Or-
der - 38 Cross Street VOTED 5-0-0
