Minutes of March 29, 1995 Meeting No. 09
PRESENT: Chair James Biller (7:20), Vice-Chair Steve Chapman,
Hope Boghosian, Joshua Drexler, Nancy Eaton, Harold
Hulse, Associate Leo Kenney and Conservation Ad-
ministrator Donald Nadeau
ABSENT: M. Clifton Proctor
7:10 PM S. Chapman called the meeting to order.
Violation - 18 Mill Street DEP# 270-254 RGB# 1993-20 The plan
change for a driveway drain was not considered due to lack of
plans.
Motion made and seconded to approve Administrator sign-off of
Cert. of Occupancy for 18 Mill Street after owner removes debris
pile from back yard and places about $3,000.00 security for
remaining work. VOTED 6-0-0
Motion made and seconded that the Chair will ask the Chair of the
Board of Selectmen for information regarding a requested joint
meeting. VOTED 6-0-0
N. Eaton reported that the Open Space and Recreation Plan was
almost done.
Violation - Lot 5 Carriage Estates II DEP# 270-236, RGB# 1991-10
Owner Marc Cutler was present.
Motion made and seconded to accept a minor plan change to move
the work limit line to include the remaining double red maple,
and to require the planting and maintenance of a minimum two-inch
caliper red maple (Acer rubrum). VOTED 6-0-0
8:15 Continued Public Hearing - by 150 Van Norden Road DEP#
270- RGB# 1995-08 Engineer William Bergeron, Botanist Elizabeth
Wallis and Attorney Brad Latham were present for the applicant.
The engineer agreed to design a 1/2"-1" crushed stone filter 21x
2'x 14' long, near the road at the low point of the driveway
edge, with the driveway at a 1o grade. It was agreed to locate
the BVW line ten feet downhill from the 118 foot contour between
flags #70 through #74 (connecting to #69 and #75), and to accept
the line only from flag #66 through #81.
Motion made and seconded to close the Continued Public Hearing by
150 Van Norden Road DEP# 270-268, RGB# 1995-08 VOTED 6-0-0
9:02 Continued Public Hearing - by 114 Haverhill Street DEP#
270- RGB# 1995-09 No DEP file number has been received. Attor-
ney Latham asked for a joint site visit with the applicant's
botanist. It was scheduled for 4-5-95 at 6:00 PM.

Motion made and seconded to continue the Continued Public Hearing
- by 114 Haverhill Street DEP# 270-no number, RGB# 1995-09_to
4-12-95 at 9:00 PM with the applicant's consent. VOTED 6-0-0
Public Hearing - by 29 Franklin Street, new cemetery DEP# 270-,
RGB# 1995-10 The Cemetery Director, Chair of the Cemetery Board,
botanist and engineer for the applicant were present. S. Chapman
requested more complete hydrologic calculations. Proposed
waivers of the minimum ZNV were discussed. Several abutters ex-
pressed concern about storm drainage impacts and loss of
pedestrian and equestrian access.
Motion made and seconded to continue the Public Hearing - by 29
Franklin Street, new cemetery DEP# 270-269, RGB# 1995-10 to
4-26-95 at 7:30 PM VOTED 6-0-0
11:06 PM Motion made and seconded to adjourn. VOTED 6-0-0
