Minutes of May 24, 1995 (#14) Selectmen's Meeting Room

7:08 p.m. J. Biller called the meeting to order.
Sub-Committee Reports
Commission discussed convenient date to meet with Board of Selectman to discuss affairs concerning
both entities.
7:23 p.m. 754 Pearl Street
Monday, May 22, 1995 6:30 Site Visit read into record: owner refused access to site.
Administrator previously inspected and found majority of area filled complied with the exception of
right back corner of property and one diseased tree (ant nest). Commission requested Administrator
to issue an Enforcement Order to remove 6' fill in right corner. Site Visit to be scheduled thereafter.
7:35 pm Status Greenhouse Acres DEP #270-162, RGB #1987-3
Applicant, Russell Tanzer of Carnation Development and Commission discussed status of construction.
Commission observed during site visit that soil used to replace wetland was not acceptable.
Commission recommended a high organic material (50%), screen soil, add layer of mulch such as leaf
mold.

MOTION made and seconded to extend for one year from July 15, 1995 RGB Extension Permit by 70
Haverhill Street DEP #270-260, RGB #1994-14. VOTED: 5-0-0.
8:06 pm Plan Change - Lots #8 & 20 Carriage Estates II DEP #270-236, RGB #1991-10
MOTION made and seconded to accept plan change on Lot #8 Carriage Estates II, DEP #270-236.
RGB #1991-10 subject to clarification by Administrator verifying the apparent conflict between hay bale
line and house stake. Plan change to be considered insignificant by the Commission.
VOTED 4-1-0. N. Eaton opposed.
MOTION made and seconded to accept submitted plan change with understanding that this is an
insignificant plan change. VOTED 4-0-1. H. Hulse abstained.
8:34 pm Continued Public Hearing - Lot 1 Carriage Estates II RGB #1991-10
Public sworn in at 8:35 pm.
Present: Robert Adams, Builder
Angelo Petrocino, Owner
John Danamutter, Abutter
Commission requested answers to the following concerns:
1. Final proposed location of garage;
2. Final proposed location of stone wall;
3. Details of Stone Wall construction;
4. Determine exact amount of impervious area;
5. Define limited work line;
6. Verify and mark original haybale line and wetland flags;
7. Submit detailed description of dry well construction;
8. Submit detailed description of retaining wall; and
9. Stake proposed dwelling clearly.
Site Visit scheduled for June 17, 1995. Commission must be satisfied that flags are in correct location.
MOTION made and seconded to continue Public Hearing - Lot 1 Carriage Estates II DEP #270-236,
RGB #1991-10 to June 21, 1995 at 8:30 p.m. for Applicant to submit answers to the above-described
list. VOTED: 4-0-1. H. Hulse abstained.
9:20 pm RGB Extension Permit - Stone Well Road RGB #1990-22
MOTION made and seconded to grant a one year extension to Stone Well Road, RGB #1990-22 from
June 14, 1995 to June 14, 1996. VOTED: 5-0-0.

Commission concluded that Partial Certificate of Compliance not be signed due to Violation with Tree
Warden, non-compliance of material and brush pile, and clarification as to which entity has authority
over impervious area.
