Clifton Proctor Associate Member: Leo Kenney and Conservation Administrator: Donald Nadeau 7:04 p.m. J. Biller called the meeting to order. 7:10 p.m. Certificate of Compliance for Determination - Reading Municipal Light Department RGB# 1992-16 Present: James Blomley MOTION made and seconded to issue a Certificate of Compliance for Determination - Reading Municipal Light Department, Ash Street RGB #1992-16. VOTED: 7-0-0. 7:23 p.m. 1995 Conservation Commission Meeting Schedule. MOTION made and seconded to amend existing schedule by scheduling meeting every other week after July 19, 1995. VOTED. 7-0-0. 7:26 p.m. Emergency certification - by Imagination Station Present: Ruth Clay, Health Director Ms. Clay confirmed citing of rats in Imagination Station. Per Town Manager's request, playground was closed, and treated in a similar fashion to last year's episode with two applications. It was suggested that the bleaches in the football stadium be inspected for burrows. Nancy Eaton suggested a site visit. MOTION made and seconded to issue an Emergency Certificate for purposes of treating Imagination Station's rat infestation. VOTED: 6-1-0. J. Drexler against. 7:49 p.m. Certificate of Compliance - 74 Track Road DEP # 270-113, RGB# 1983-8. MOTION made and seconded to issue a Certificate of Compliance for 74 Tract Road, DEP # 270-113, RGB# 1983-8. VOTED: 7-0-0. 7:52 p.m. Public Hearing -before 9 Percv Avenue DEP# 270-XXX, RGB #1995-19. Present: John Rivers in behalf of Randall and Rena Arthur. Site Visit of Sunday June 18, 1995 6:05p m read into record. The commission agreed to waive three feet (3') of the ten foot (10') buffer zone due to the existing visual demarkation of a row of fisythia. A deed restriction to determine wetland line and to reference Order of Conditions to insure no wetland crossing. MOTION made and seconded to close Public Hearing -before 9 Percy Avenue, DEW 270-XXX, RGB# 1995-19. VOTED: 7-0-0. 8:17 p.m. Enforcement Status - 717 Haverhill Street Owner: Richard Louanis Remove trees and brush. Replace Cedar Trees. Issue will be placed on future Agenda. Commission will schedule site visit prior to scheduled meeting. 8:26 p.m. Certificate of Compliance - 74 Forest Street DEW 270-244, RGB# 1992-10. Present: James Rouzkowski Site visit resulted in no concerns and found area well established. MOTION made and seconded to issue a Certificate of Compliance for 74 Forest Street, DEW 270-244, RGB# 1992-10. VOTED: 6-0-1 J. Drexler abstained. 8:35 p.m. Continued Public Hearing - Lot 1, end of Roma Lane (Carriage Estates In DEW 270-236, RGB# 1991-10. Present: Harvey Adams MOTION made and seconded to close Public Hearing for Lot #1, end of Roma Lane (Carriage Estates II) DEW 270-236, RGB# 1991-10. VOTED: 6-0-1. H. Hulse abstained. The following are approved Administrator signs offs: 550 Pearl Street - move shed location on lawn 46 Pinevale Avenue - drop and leave two dead willows 287 Lowell Street (P&S Variety) - enlarge deck two feet. 200 Grove Street - deck in approved yard area 200 Grove Street - house ninety-five (95) feet from BVW June 21, 1995 Page 2 9:03 p.m. RGB Extension Permit - end of Pasture Road DEW 270-242, RGB# 1992-07. MOTION made and seconded to issue extention permit for one year to expire with even expiration date of the DEP file - 7/16/96 concerning the end of Pasture Road DEW 270- 242, RGB# 1992-07. VOTED: 7-0-0. 9:15 P.M. Amended Order of Conditions - by 70 Haverhill Street DEW 270-260, RGB# 1994-14 MOTION made and seconded to accept and issue amended Order of Conditions as reviewed by 70 Haverhill Street, DEP# 270-260, RGB# 1994-14. VOTED: 7-0-0. 9:19 P.M. Certificate of Compliance - Autumn Lane DEP# 270-251, RGB # 1993-03. Commission had site visit on June 18, 1995. Commission's conclusion was that Developer has not shown Good Faith effort to stabilize detention basin. MOTION made and seconded not to issue a Certificate of Compliance and not to sign Certificate of Occupancy for Lot #5 concerning Autumn Lane DEP# 270-251, RGB# 1993-03. VOTED: 7-0-0. 9:39 p.m. Public Meeting - 19 Winter Street RGB# 1995-17 MOTION made and seconded to close Public Meeting - 19 Winter Street RGB# 1995-17. VOTED: 7-0-0. MOTION made and seconded to issue a negative determination with standing conditions for 19 Winter Street RGB# 1995-17. VOTED: 7-0-0. The Commission will be meeting with the Selectman on June 28, 1995. MOTION made and seconded to vote for a new re-organization of commission on June 21, 1995. VOTED: 6-1-0. J. Drexler against. MOTION made and seconded to nominate and appoint Nancy Eaton as Chairperson for the upcoming year. VOTED: 6-0-1. N. Eaton abstained. MOTION made and seconded to re-appoint Stephen Chapman as Vice Chairperson for the upcoming year. VOTED: 6-0-1. S. Chapman abstained. 10:27 p.m. MOTION made and seconded to adjourn. VOTED: 7-0-0.
