Fat Minutes of July 19, 1995 (#18) Selectman's Meeting Room
Present: Nancy Eaton, Chairperson

7:09 pm N. Eaton called the meeting to order.
New/Old Business
Violations: Off end of Randall Road
Owner: William Angelini (absent)
Present: Chris Campbell (6.5 year resident on Randall Road)
Neighborhood and Landscaping Companies have been "dumping" leaves and grass
clippings for over eighteen years. Neighbors were not aware that dumping was illegal.
Mr. Campbell requested to waive Mr. Angelini's fine. Commission suggested that a
"Good Neighbor Letter" be mailed and agreed to waive fines.

Site visit of November 3, 1993 read into record.
Owner represented that he was not aware of buffer zone. Cut down trees were accidental. Not all trees
cut were Cedar Trees. Commission requested that Administrator do a site visit to determine what type
of trees were actually cut, prepare a written proposal of exactly how many and what kind of trees
should be replaced. Commission directed owner to remove brush pile and to clean debris from
wetlands.

following: a) lawn plantings, b) successful growth of vegetation behind Unit #16, and c) survival of
replaced area behind Unit #12 for Greenhouse Acres DEP #270-162, RBG #1987-3. VOTED: 4-0-0.

MOTION made and seconded to issue Partial Certificate of Compliance on all completed work with the

John Ogren presented information regarding Vernal Pool Habitat, informed the
Commission that the Town Engineer advised that the rear of the retention area be

changed from a 2:1 slope to a 3:1 slope and discussed the possibility of a Town Taking
for a Drainage Easement. The Commission requested that Mr. Ogren submit the above-
mentioned information in writing detailing such items as: 1) Size of Vernal Pool and
any effects of water supply to Vernal Pool, 2) addressing the legitimacy that a broken
15' stone wall can effect drainage to the vernal pool and 3) detailing exactly how the
Developer intends to protect the area. Laurier Beaulieu represented the concerns of
flooding, drainage and requested that the Commission be satisfied that the engineering
calculations be done precisely. Commission determined that more information was
needed concerning water budget to Vernal Pool, ground water impact to pool, and how
the project may change the existing water budget.
MOTION made and seconded to continue Public Hearing - "Strawberry Hill Lane" by 93 Walnut Street,
DEP #270-272, RGB #1995-14 to Wednesday, August 2, 1995 at 8:30 pm. VOTED: 4-0-0.

Increased size of dwelling exceeds allowed impervious area as per Order of Conditions. Dry Well enlarged
to compensate for increased impervious area. Retaining wall in NW corner removed and proposed grading
changed. Haybale line discrepancy. Stephen Caruso and Administrator determined together in field. N.
Eaton clearly requested that all plans submitted by Hayes Engineering be prepared with correct and
acceptable "Tide Block" required by Townof Reading Wetland regulations:

Commission reviewed that importance of Protecting Wetlands with Owner, Mr. Georg. Concerns cited
were taking soil from wetlands for raise garden bed, watering said garden with wetland's water, and
existing metal fencing along rear area of property close to wetlands.
