7:21 pm RGB/MGL Extension - Townwide Culvert Maintenance
DEP #270-238, RGB# 1991-15
Present: Joe Delaney
A discussion of several concerns were presented by Mr. Delaney such as resident dumping
of leaves and grass cuttings, erosion of banks, and surveyors grades between bridges.
Commission requested that Mr. Delaney submit plans and hydraulic calculations
concerning the area. Mr. Delaney agreed to submit several different options for the
commission's review.
MOTION made and seconded to extend RGB/MGL townwide culvert maintenance DEP
#270-238, RGB #1991-15 to October 31, 1996. VOTED: 4-0-0.

MOTION made and seconded to continue Public Hearing - 40 Azalea Circle DEP#270-
232, RGB #1991-03 to June 26, 1996 at 8:30 pm in the Selectmen's Meeting Room with
no further notification. VOTED: 4-0-0.

MOTION made and seconded to grant an extension to June 14, 1997, for Stonewell
Road DEP #270-221, RGB #1990-22. VOTED: 4-0-0.
7:52 pm Approve sign-off - remove tree, top dead tree, 64 Glenmere Circle
MOTION made and seconded to approve administrator sign-off to remove tree on 64
Glenmere Circle.
7:55 pm Order of Conditions - 128 Van Norden Road DEP #270-282, RGB
#1996-03
Present: Mr. Giangrandi
A discussion of Mr. Boni's debris on property resulted in the Commission's decision to
issue Mr. Boni a violation notice. Commission suggested that Mr. Giangrandi contact his
attorney to prepare an escrow holdback agreement to force removal of all debris on site
including but not limited to stock pile, vehicle, etc.

MOTION made and seconded to issue a continuance to June 12, 1996, at 9:00 pm in
Selectmen's Meeting Room for Public Hearing - 48 Mill Street DEP #270-283, RGB
#1995-31. VOTED: 4-0-0.
8:10 pm Certificate of Compliance - Lot #3 Carriage Estates H
DEP #270-236, RGB#1991-10
S. Chapman summarized May 29, 1996 site visit into record.
MOTION made and seconded to issue a Partial Certificate of Compliance on Lot #3
Carriage Estates II DEP #270-236, RGB #1991-10 contingent upon Administrator,
Donald Nadeau's receipt of "as built plan" with twelve (12) copies, a letter from the
Engineer and a Bond in the amount of Two thousand five hundred dollars and no cents
($2,500.00) for survival of hedge, sewer crossing and for the seeding of the buffer zone.
VOTED: 4-0-0.

MOTION made and seconded to approve application for self-application Conservation
Program pursuant to Chapter 132A Section 11 for Pasture Road acquisition as approved
by town meeting. VOTED: 4-0-0.
9:26 pm Public Meeting -One General Street RGB #1996-07
MOTION made and seconded to close Public Meeting - One General Street RGB
#1996-07. VOTED: 4-0-0.
MOTION made and seconded to issue a negative determination with conditions as noted:
1. 10' grass strip along steel retaining wall;
2. remove tank;
3. remove carriage and large debris;
4. no stock pile of material within 100' buffer zone;
5. proper disposal of all remaining material;
6. operations coldplaning and selective cut and patch; and
7. notify administrator prior to activity.
VOTED: 4-0-0.
