READING CONSERVATION COMMISSION
Minutes of Wednesday, June 25, 1997 Town Hall Selectmen's Meet j Room' }
PRESENT: Chair Nancy Eaton, Members: Clifton Proctor, Harold "Lucky" Hulse, Mark
Gillis, John Kilborn, Consultant Leo Kenney, Conservation Administrator Donald Nadeau,
and Recording Secretary Kathy Morgan.
ABSENT: D. Danis and S.Chapman (prior notice given)
7:05 PM Meeting was called to order.
7:10 PM J. Kilborn moved to go into Executive Session to discuss ongoing litigation and
to return to Public Session in five minutes. Roll-call vote taken: 5-0-0.
7:17 PM Approye Minutes A motion was made to accept the minutes of 5/28/97 as
amended. VOTED: 4-0-1. H. Hulse abstaining and J. Kilborn abstaining to the portion
of the minutes after 9:50 PM.
7:26 PM Approve sign-off.- remove 24" pine on lawn, 2+" pine and six-foot tall
cedar at edge of lawn - 64 Timberneck Dr. Ken Young, the owner, explained to the
Commission his reasons for wanting to cut down the trees in his yard and in the nearby
conservation land, ie., aesthetics and safety. A motion was made and seconded to
confirm the Administrator's sign-off of the removal of the 2 pines and a cedar that are on
the applicant's property and deny the applicant's request for authority to remove trees from
the conservation land. VOTED: 5-0-0.
7:35 PM Continued Public Meeting - 341 Franklin k, RGB# 1997-15 Commission
did an additional site visit and revisited the A and B line. They reviewed the B-line where
the Administrator had done additional soil tests. Chair read their notes into the record.
The Administrator stated that the soil tests did not reveal wetland soils in the area of the
B-line. A motion was made and seconded to close the Public Meeting. VOTED: 4-0-1.
H. Hulse abstained. A motion was made to issue a positive request for determination
approving the wetland lines shown on the plan entitled "Plan to accompany request for
determination in Reading Mass. dated June 2, 1997, J Engineering, Inc., applicant
Presidential Board, 341 Franklin St." VOTED: 4-0-1. H. Hulse abstaining.
Old/New Business
Status Old Mill Village PRD, 48 Mill St., DEP# 270-283,1995-31 - Soil tests taken
showed a 8TPH level. Members agreed that applicant could begin planting.

232 Salem St.- - Members discussed additional items seen on property believed to be in
the wetland and the need for a delineation line. A motion was made and seconded that
the Commission instruct the Administrator, there being no filing by June 30th, to file a
request for determination of the wetland and any and all activities that have occurred and
ask-the Administrator to-give some priority. VOTED:. 5-0-0.
8:03 PM Public Meeting 156 Van Norden Rd., RGB#1997-16 Applicant's came
before the Commission for approval to install fencing around their property line which
would mean going into the BVW. Site visit conducted 6/8/97 and Chair read the notes
into the record. The Administrator reviewed his site inspection with the members and
stated that no trees would be disturbed. J. Kilborn mentioned that part of the proposed
fence would go through standing water and would have an affect on the wetlands. J.
Kilborn later corrected by saying the water wasn't standing at the time of the site visit but
appeared to have contained. Owner stated the only activities in the area might be the dog.
L. Kenney stated he wouldn't like to see a chain link fence going through water and he
does feel that the dog would have an affect on the property. M. Gillis stated that if the
fence went through the BVW subsequent owners may regard that as property they could
use and suggested to the owners to put markers at the limit of work line. H. Hulse told
the owners of past problems with fenced in wetland areas. He suggested that the owner
move a portion of the fence so that it wouldn't be encroaching on the wetlands. Owner
stated they just wanted to put a fence at the border of their property. A motion was made
and seconded to close the Public Meeting. VOTED: 5-0-0. A motion was made to
issue a negative determination of applicability for so much as proposed for the post and
rail fence for the north lot and so much of the chain link fence that goes along the east side
of the lot and so much of the chain link fence that goes along the rear of the lot up to the
25' ZNV which is roughly where the rear property line crosses contour line 118. Further
move to issue a positive determination for the proposed chain link fence along the west lot
line and along the rear of the lot line in so far as the proposed fence is in the bordering
vegetative wetlands and into the 25' ZNV up to the point at which the property line
intersects contour line 118 of the as-built plan submitted with the RDA and so much of the
chain link fence at the rear corner of the house up to the limit of work line marked on the
as-built plan which at set point is also the 25' ZNV and that would be in the vicinity of
contour line 122, seconded. VOTED: 5-0-0. Chair and the Administrator explained to
the applicant the avenues of appeal and the procedures they can take.
9:03 PM Recess taken.
9:10 PM Steve Carpenter follow-up Sledge Woods Eagle Project Steve presented to
the members an example of the sign to be posted. He was told there would be a charge of
$25 for a new sign but in the book he received it noted a charge of $45 plus 29 cents for
each additional one. The Administrator has submitted prices to the Town Manager for

approval. A motion was made and seconded that the Commission recommend metal signs
in orange and black with an animal in the middle, left up to the discretion of the
proponent, with writing "leaving Town of Reading Conservation area." VOTED: 5-0-0.
9:30 PM Field Changes - Lafayette Rd DEP #270-292, RGB# 1997-03 A motion
was made and seconded to approve changes. VOTED: 5-0-0.
9:35 PM Rear portion of 110 Van Norden Rd Chapter 40, Section 8C Chair
explained the progress of the land to be donated in the amount of 1.2 acres. The town has
hired a surveyor to produce a plan for land court to be ready by 7/ 7/97, the CPDC would
do an ANR at their meeting on 7/7/97, the buyers and sellers have a P&S to take place as
of 7/3/97, Bruce MacKenzie has talked to both the engineering and others at land court
and they said they could process in a day or it could take two weeks, the Board of
Selectmen has penciled this item on their agenda of 7/15/97, and the Town Manager said
they would hold a special meeting if needed. A motion was made and seconded to
accept the delineation of approx. 1.2 acres of land from Martha Moore and Bruce
MacKenzie to the rear portion of 110 Van Norden Rd., pursuant to Chapter 40, Section
8C for conservation purposes and recommend the Board of Selectmen accept the same.
VOTED: 5-0-0.
