HomeMy WebLinkAbout1997-10-08 Conservation Commission Minutesn READING CONSERVATION COMMISSION Minutes of Wednesday, October 8, 1997 Town Hall Selectmen's Meeting Room PRESENT: Chair Nancy Eaton, Members: Vice Chair Stephen Chapman (7:10), Clifton Proctor, Harold "Lucky" Hulse, Mark Gillis, J. Kilborn, Consultant Leo Kenney, Conservation Administrator Donald Nadeau, and Recording Secretary Kathy Morgan. ABSENT: David Danis 7:05 PM Meeting was called to order. A motion was made by C. Proctor to go into Executive Session to discuss ongoing litigation. Roll-call vote taken: 5-0-0. 7:40 PM Continued Public Hearing - "Sunset Rock" by 341 Franklin St., DEP# 295, RGB#1997-26 Present with the owner were Atty. Latham, Mr. Bergeron and E. Wallis from Hayes Engineering. H. Hulse abstained and left the meeting. Mr. Bergeron updated the members on the project. CPDC wanted the present cul-de-sac shortened, a sidewalk waiver on one side and the roadway will be 30' wide. The replication plan was reviewed and discussed. Mr. Bergeron stated they would list the prices of all the wetland species to be added and then deduct whatever wetland species that survived from the crossing area. Chair asked what type of equipment would be used for the removal, and E. Wallis stated an excavator. E. Wallis invited members to view her previously replicated areas. Atty. Latham asked if the Commission would allow the crossing with a waiver for a one for one replication and all the green area shown on the plan submitted tonight, which would be 100,000 sq. ft., could become governed under a conservation restriction with the elimination of the replication area at the edge of the detention basin. S. Chapman asked if the CR would increase when the cul-de-sac is brought down to the easement area. Mr. Bergeron said yes probably but they haven't revised the plan yet. S. Chapman stated that he felt that to develop past the crossing would have a large impact on the wetland area. Atty. Latham stated his feelings that a balance be met with preserving the wetlands and letting the land owner use his land. Chair read CC regulations Sec. 3, Sec. D, Zone 2. Mr. Bergeron stated that one of CPDC's requirements is a site walk to determine the tree removal. Chair felt a tree removal plan would be helpful to the Conservation Commission. The members felt another site visit and a look at previously replicated areas was required. Bill Finch, 51 Mill St., is concerned with the species in the area. He stated that the crossing area will be trouble for the developer and everyone else. Kim Honetschlager, 51 Mill St., is concerned with the impact on the wetlands, the environment, and the habitat. A motion was made and seconded to continue the Public Hearing to 10/22/97, at 9:30, same room. Voted: 5-0-1, H. Hulse abstaining. 9:00 PM New Public Hearing- "Cory Lane Estates", end Cory Ln DEP#270-280, RGB#1995-34 Present with Mrs. Perrina were Atty. Senior and Paul Finocchio. The modifications were explained by Mr. Finocchio; the island has been removed, the cul-de- sac is smaller, and there will be a conservation restriction from the limit of work line to the Reading Conservation Commission Minutes of 10/8/97 Page 2 rear of the property on each lot. The drainage system has been approved by the Town Engineer. Maureen Babcock, 50 Collins Ave., is concerned with heavy drainage on Collins Ave. Bill Griset, 50 Sanborn Lane, approves of the project. Members reviewed the CR that the applicant submitted. Steve Herrick, 9 Dividence Rd., asked about the buffer zone and if the drainage issues were addressed. Mr. Finocchio showed the limit of work lines and the buffer zone. A motion was made and seconded to close the Public Hearing. Voted: 6-0-0. 9:30 PM Approve sign-offs: 12x12 _shed on lawn - 19 Zacharv Ln. (Lot 11 Carriage Estates Il~ Chair read the Administrator's notes dated 10/1/97. Members were concerned with the shed being located too close to the wetlands. A motion was made and seconded that the Commission approve sign-off for the shed. Voted: 5-1-0, N. Eaton against. 9:45 PM RGB Extension - Carriage Estates H (Lot 7) RGB# 1991-10 The owner is waiting for Cory Ln. property to be deeded over to him and requests an extension. A motion was made and seconded that the Commission grant a one year extension until 11/21/98. Voted: 6-0-0. The owner also owns Lot 12 Cory Ln RGB#1996-15 and requests an extension for the same reason. A motion was made and seconded to grant an extension for one year until 10/3/98. Voted: 6-0-0. 9:57 PM Reauest for Certificate of Occunancv - 128 Van Norden Rd.. DEP# 270- 282, RGB# 1996-03 The Administrator reported that the debris has not been cleaned up The final grading is to be done in 3 weeks. A motion was made and seconded that the Commission approve the Administrator to sign-off on certificate of occupancy with applicant completing cleanup and rough grading. Voted: 6-0-0. 10:05 PM Plan Change "51 Sanborn Lane Mr. Chuha explained to the members what had transpired with the property previously and how he would like to move the limit of work line further back to allow him a bigger backyard. Members wanted to revisit the site and asked Mr. Chuha to return for the 11/5/97 meeting. 10:40 PM Request disposition - 1-15 Lakeview Ave A motion was made and seconded to authorize the Administrator to sign-off on paving the driveway in the buffer zone with the condition of a 3 sided, 6" berm around Dumpster. Voted: 6-0-0. 10:45 PM Fall 1997 Town Meeting Warrant & FY 1999 CIEP requests A motion was made and seconded to recommend to Town Meeting the approval of draft Article 8. Voted: 5-0-1, J. Kilborn abstaining. Eaton against. A motion was made and seconded that the Commission support draft Article 14. Voted: 6-0-0. A motion was made and seconded that the Commission support draft Article 17. Voted: 6-0-0. 11:03 PM Status 33 Lindsay Ln., The Administrator reported that the owner has removed several yards of fill. I Delaney advised of the work, and he feels it is okay. A motion was made and seconded that the Administrator not issue fines. Voted: 6-0-0. 11:07 PM Status 228 Forest St The Administrator advises that the owner removed the mulch pile and this weekend he will remove wood pile. 11:15 PM A motion was made and seconded to adjourn.
