PRESENT: Chair Nancy Eaton, Members: David Danis, Clifton Proctor, John Kilborn,
Consultant Leo Kenney, Conservation Administrator Donald Nadeau, and Recording
Secretary Kathy Morgan.
ABSENT: Vice Chair Stephen Chapman, Mark Gillis and Harold "Lucky" Hulse
7:11 PM Meeting was called to order.
7:15 PM 7 Oak Ridge Road A motion was made and seconded to approve the
Administrator to sign-off. VOTED: 4-0-0.
7:20 PM Public Meeting - 66 Sturges Rd RGB# 1997-23 The applicant explained the
process he plans to take for his proposed pool and garage. A motion was made and
seconded to close the Public Meeting. A motion was made to issue a negative
determination of applicability with sedimentation controls. VOTED: 4-0-0.
7:25 PM Old Mill Village RGB# 1995-31 A motion was made to extend for one year
to expire 8/21/98. VOTED: 4-0-0.
7:35 PM Continued Public Meeting - 19611232 Salem St. R B# 1997-17
Mr. Cicatelli, Mr. Redmond, and Mr. and Mrs. Williams were present for the meeting.
Mr. Redmond submitted a revised plan as of 8/19/97. Mr. Cicatelli was given a copy of
the site visit report. The Commission would like to re-check areas S1-S5, S6A & S23
and 10A-12A. They also asked Mr. Redmond about Flag S32, which he claims is not his
flag but could be the states. Chair mentioned a conservation restriction around the vernal
pool and the brook area. Mr. Cicatelli said they would consider. A motion was made and
seconded to continue the Public Meeting until 9/17/97 at 7:30 PM in the Selectmen's
Room with no further notice to abutters. VOTED: 4-0-0.
8:20 PM Public Meeting - 1-15 Lakeview Ave (Lakeview Apts.) RGB# 1997-22
Present for the meeting were: Mr. Morruzzi, Gayle Ingalls, David Cannon, Francis Dolan
and Douglas Neary. Mr. Morruzzi, representative for Chatham Dev. presented his request
for a 6 unit building to be added to their existing building. He stated they would be
converting the building to natural gas. Chair mentioned the adjacent brook and the work
that the town proposes to do nearby. Mr. Morruzzi submitted a hydrologic analysis.
Mr. Morruzzi mentioned the work that they had already started such as the demolition of
the pool and some landscaping (which he was advised that he should have come before the
Commission before doing). Ms. Gayle Ingalls, 2 Lakeview Ave., expressed her concerns
about the entrance to the Chatham building that is now blocked and causes increased
traffic in the area. Mr. Morruzzi stated that the tenants in his building werepleased that

the entrance was blocked because of unwanted traffic through their driveway. Mr. Frank
Dolan, 10 Lakeview Ave., was alarmed that they wanted to increase the building because
of increased traffic and increased visits by the police and fire dept. Chair advised the
attendees that the Zoning Board enforces those issues. Mr. David Cannon, 30 Beech St.,
was concerned with the water level. Chair explained to him that she wanted the Chatham
Dev. company to file an NOI so that additional information could be obtained.
Mr. Morruzzi handed in an additional report that the Commission didn't have a chance to
review. A motion was made and seconded to extend the Public Meeting to 9/3/97 at 8:30
PM in the Selectmen's Room with no further notice to abutters. VOTED: 4-0-0.
8:55 PM Continued Public Hearing - "Marion Rd," by 51 Mill St DEP#270 279,.
RGB# 1995-29 A motion was made and seconded to extend the meeting to 9/17/97 at
8:30 PM in the Selectmen's Room with no further notice to abutters. VOTED: 4-0-0.
8:58 PM Recess taken.
9:05 PM Public Meeting - 228 Forest St RGB# 1997-24 Present at the meeting were:
David Wyer, owner, and Jean Krogh, 224 Forest St. Mr. Wyer explained his plans to
demolish his screen porch and add an addition to the kitchen, which would be the same
size as the porch, with a full basement and a screened porch with a full basement. He
wants to also widen the driveway to make it big enough for 2 cars. The Administrator
stated that the wetlands outlined on his plans coincides with the original as-built plan. A
motion was made and seconded to close the Public Meeting. VOTED: 4-0-0. A
motion was made to issue a negative determination of applicability with sedimentation
controls under the expressed conditions that the wetland line shown on the plan is not
acceptable. VOTED: 4-0-0. Chair directed to Mr. Wyer to relocate his compost pile
from the back of the property.
9:35 PM Public Meeting - 26 Francis Dr., present at the meeting were: Mr. Arena,
owner, and Mr. Tom McCord. Mr. Arena explained his plan to add an I F x 22 addition
to his house with a full basement, the floor of the basement would be at ground level. The
Administrator recommended that he place haybales along the swale, parallel to the
retaining wall to allow the water to flow. A motion was made and seconded to close the
Public Meeting. A motion was made and seconded to issue a negative determination of
applicability with sedimentation controls in the field with the approval of the
Administrator. VOTED: 4-0-0.
9:45 PM Plan Change - 156 Van Norden Rd R B# 1997-16 Chris Coleman,
representing the Jenei's, presented to the Commission a revised plan for the installation of
a fence around the boundary of their property. He explained once again the reasons for
the fence as well as the changes of installing wetland markers in the yard within the fenced

motion was made that the Commission vote that the plan change as presented by the letter
of Chris Coleman, dated August b, 1997, as well as statements made in his presentation
with a significant notation that the fence will be between 2"-3 off the ground and that
boundary markers be installed simultaneously with the construction of the fence at the
direction of the Administrator with those conditions that the change be insignificant with
the further condition that the applicants withdraw their appeal of the negative
determination of applicability. VOTED: 4-0-0.
10:03 PM 48 Mill St., DEP# 270-283, RGB# 1995-31 Mr. Hurley submitted his
planting report. A motion was made to issue a partial certificate of compliance for
construction of wetlands replication. VOTED: 4-0-0.
10:30 PM A motion was made to adjourn. VOTED: 4-0-0.
