meeting. iYir. Bergeron made a presentation from the plan dated 9/111/97 explaining the
modification to the detention basin. far. Bergeron also supplied his Revised calculations
dated 9/5/97 for proposed conditions revised basin and pipe cross culvert buried and a 15
page Response to Cyihinhents. The Commission reviewed the replication -information.
Elizabeth Wallis Iron Hayes Engineering explained the replication process she normally

Cbaprnan questioned whether the storin water system meets with the DEP storin: water
reyuireineiits. He also lead soine concerns with the infiiiation basin and the roadway
realignment. John Rac Chian, 3 7 Joseph Way, is concerted wit the replication. JXIIIi
Hoiietschlager is concerned with the applicant crossing the stream and urged the
Coinnaission to say "rio" because of damage to habitat and damage to the wetlands. Atty.
Latham assured the rfieiiibei s and tAC attendees that the engineers would replicate the
wetlands. Chair asked if t he applicac~t has considered a bridging. Nl . Bergeron stated
that because of utilities and drainage a bridging system in ght be higher in elevation. Mr.

the regulations of the Protection of `maters aiid Fishery. Gloria Brown, 371 FranUn St.,

Commission would know if the appiicaiit did what lie said he would do. Chair stated that
the Adn inistrator may be requested to check up on the project. A motion -was made arid
seconded to continue the Public nearing to October o, 1997, at 7:30 FMI in this room with

A motion was made and seconded that the Cominission issue a negative deteijiiination of
applicability. Voted: 5-0-0.

streams, doesn't show a stream in that location. A motion was made and seconded to
close tine Public Meeting. Voted: 5-0-1, S. Chapman abstaining. A rutotion was made
and seconded to approve the wetland line as shown on tine plan with one exception being

M . Johnson advised Chair that neighbor is dumping in his property in tine wetlands. The
Adininistrator will send an educational letter to the neighbor.

30:25 PM Review Walnut St Scenic Road petition and vote A -motion was made and
seconded that I ursuant to GL Act, Ch. 40, section 15C the Scenic :Roads Act that the
Conservation Commission requests that a warrant article be placed on the next Town
Meeting agenda for its action on such designation for that portion of Walnut Street
between Hopkins St. and Pineridge Ad. Voted: 6-0-0.
10:35 PM Chair requested members to review CPDC proposed zoning articles.
10:40 PM Request Bond releases - stabilization: Lot 5 Lynn Village Way& det
basin RGB#/ 1994-16 Members and the Administrator felt the lawn is inadequate.
10:42 PM Status of 33 Lindsay Lane fill removal Administrator asked the applicant to
give a completion date. A motion was made and seconded to direct the Administrator to
issue a letter to the owner that fines will be issued if the work is not completed by 10/1/97,
the work being excavation to proposed grade and stabilization. Voted: 6-0-0.
10:50 PM Status of 228 Forest t mulch & mulch pile removal Owner still hasn't
removed the mulch. The Administrator reiterated to the owner what the Commission had
advised him to do.
10:55 PM Lot 6 Carriage -H Chair explained a conversation she had with Mr. Sheehan.
An as-built and engineer plans were submitted. Chair explained that the driveway
