Z EGLER, SECR 9TA Y. S INTERDEPARTMENTAL MEMORANDUM TO: READING BOARD OF ASSESSORS DATE: 06/05/96 FROM: DAVID BILLARD RE: APPRAISERS REPORT 1. The FY1996 overlay account, initially funded at $407,532.32, is currently at a $199,132.06 figure. The FY1996 exemptions totals $179,558.35 consisting approximately 444 recipients. The FYI 996 abatements, 93 in total, aggregately came to $28,841.91. This calculates to reduction in value of $1,760,800. The abatements for FYI 995 totaled $15,802.69; which equates to $911,343 in valuation. The net amount of $199,132.06 in the overlay account will be used for ATB cases and potentially fund delinquent tax payments. 2. The FYI 997 estimated bills are scheduled to be mailed out 6/21/96. As you know, these will reflect significant improvements made to properties as of June 30, 1996 and will reflect all lot splits and subdivisions as of an approved date prior to 1/1/96. 3. The FY1997 growth figure is being calculated now. There have been 768 field spections made. There were approximately 646 permits issued for FYI 997 to date. Approximately 127 permits were those coming to 100% complete for FYI 997, only partially complete for FY1996. 4. New Growth for subdivisions only is approximately $76,000 in New Growth tax dollars. For FY1996 it was $125,604, contributed heavily by Zachary Lane and Autumn Lane which constituted almost $60,00 in New Growth tax dollars. 5. For the FY1997 billing, assessment has reconciled the VAX and CAMA systems with the abatements and the newly created/deleted lots. Deed changes are in recognizing transfers through April 1996. A download of all the significant value changes, a $10,000 valuation increase or greater, along with a final reconciliation of values will be done by Friday. The bills for Real Estate are scheduled to be printed on 6/14/96. 6. Personal Property accounts, some 54 new accounts for FYI 997, will be inspected next week by Frank and myself. 7. To date, we have four filers at the Appellate Tax Board for FYI 996. The four specifically are Mr. Dougas of 1 Brentwood Drive, Mr. Tarello of 25 Rustic Lane, Daniel's Nursing Home of 59 Middlesex Avenue and Mr. Mooney of 194 Sanborn Lane.
