APPOINTMENTS NONE. OLD BUSINESS 1. MINUTES OF PREVIOUS MEETING - JUNE 19, 1997. HOLD FOR NEXT MEETING. NEW BUSINESS 1. APPRAISER'S REPORT. SEE COPY OF REPORT. MR. BILLARD IS ARRANGING FOR P.I.L.O.T. STATUS WITH GAZEBO CIRCLE UNITS THAT HAVE BEEN TRANSFERRED TO THE READING HOUSING AUTHORITY. AS TO ITEM 0, MR. BILLARD WILL ASK ATTORNEY TED COHEN IS THERE IS ANY REASON THIS AGREEMENT (P.I.L.O.T.) As a reminder, any individual eligible for exemptions or seeking abatement should file the FYI 998 exemption/abatement forms in December. 2. The new growth estimate has been calculated on a preliminary basis. The total growth value is 18,187,300 . This is comprised of the following: Lot splits and subdivisions totaling 2,528,700 FY1997 7,081,100 Conversions totaling 9,599,700 FY1997 6,615,700 Permit work totaling 6,058,900 FY1997 4,441,600 This equates to new growth tax dollars of $302,272.93. This estimate could change and does not include personal property new growth; though is a fairly concrete estimate. 3. Prior to my vacation, I received a call from Jackie Carson of United Church Homes of Reading, Inc. The inquiry was for the purpose of finding information relative to potentially lowering the payment in lieu of taxes that is made for their property on Bay State Road. Their concern is the financial burden that the current PILOT is placing them under. The FY1997 payment was $77,849.74 as provided by the December 28, 1981 agreement. 4. I returned a call to Brian Pellitier of R.R.C. on 07/02/97. He wanted to know what the status of their proposal to the Board was. I mentioned that it has been raised as a topic in several meetings since their presentation; and the Board would respond back to him with written confirmation of its determination. 5. The annual mailings of The Income and Expense Forms and The Sales Questionnaires have taken place, 07/07/97 and 07/08/97 respectively. In case of inquiry to a Board member directly, the sales occurred between 01/01/96 and 12/31/96, these are the FY1998 sales for a 01/01/97 value. Income and Expense information should include rent rolls as of 01/01/97 and expenses of calendar year 1996. 6. The calendar year 1996 sales have been photographed and are in the process of being posted in the hallway. 7. New construction pictures have also been taken; they are being developed now. 8. I have received from Steve Gasperoni the appraisal for 1-15 Lakeview Avenue. The appeal pending is a FY1996 appeal that has yet to be docketed. I requested that the appraisal be submitted prior to the end of the FYI 997 budget; it would enable the bill to be paid without the necessity of an encumbrance. Steve said that in the event that the case is heard for FY 1997, he would incorporate into the appraisal a 01/01/96 estimate.
