TO: The Reading Board of Assessors FROM: David Billard, MAA DATE: 12/01 / Q' REF: Appraiser's Report 1. I left a message for Attn. Cheryl Blaine of Kegar, Werlin and Pabian. I inquired on the status of the Board's request for an amendment to the original agreement of the United Church Homes payment in lieu of tax agreement. An amendment has been drafted, and is currently on Attn. Cohen's desk for a final review. 2. Commercial recollection has progressed into the downtown area. 3. As you are aware, the Appellate Tax Board hearings for Oct. 29, 1997 were continued until 01/13/97 and are listed below. We have received an opinion from the Appellate Tax Board relative to the appeal heard on October 29th, 1997; we received notification on November 12th, 1997. The decision was a one-,member decision rendered by Donald E. Groton, 111. The decision was for the Appellant in the amount of $19,900 in valuation, or $330.74 in taxes. If the Board does not want to pursue an appeal, an abatement is prepared to sign. I have drafted a letter to Mr. Russell, which is atta lied, tl at can be reviewed. 5. The FYI 998 tax bills are scheduled to be mailed on December 19th, 1997. The forms for abatements, exemptions, form of lists, etc. have all been ordered for FY 1998. For your review, I have attached a copy of a revised application for abatement cover sheet and addendum. The major legislative changes in this years billing are: A: The deadline for applying for an application for abatement is now the same date as the due date for the third quarter payment, February hi 1998, The abatement application deadline does not affect the deadlines for arty of the exemptions. B: The Veteran exemptions have been increased in the exen.ipted i~,:nount by $75.00, increasing the usual exemption of $175.00 to $250.00. 6. 1 have received from Steve Gasperoni a bill for the appraisal of 68+ Haven Street. I have made copies of the appraisal for the Board to review prior to issuing payment of the bill. 7. The FYI 998 budget has been submitted, preliminarily, with the inclusion of $25,000 for the personal property recollection/vala,tioi_. -in? F1,000 for the printing of the valuation list. An alternative to including he $25,000 in the FY 1998 budget would be to seek the funds at the February Tow1 A budget review is scheduled for 12/05/97. 8. The Massachusetts Assessors Association today distributed the course offerings through the end of the fiscal year. Frank will be taking Course 1, Comparable sales approach to value in February and I will be taking Course 4, Narrative appraisal report writing in May. As part of the recertification requirement for current designation holders, Board members may want to sign up for one of these classes.
