HomeMy WebLinkAbout2006-11-02 ad Hoc - Northern Area Greenway Task Force MinutesTown of Reading K-CE IVED E.d~DING, 1"1AS Ad Hoc Northern Area Greenway Task Force Town Hall Lower Conference Room November 2, 2006 Minutes Attendance: Dave Williams, Mark Rumizen, Will Finch, Charles Donnelly-Moran, Joan Hoyt, Brant Ballantyne, Frank Driscoll, Marsie West, Fred Alexander, Kim Honetschlager Absent: John Feudo The meeting was called to order at 7:35 PM. Minutes from the October 14 meeting were amended and approved 7-0-0 Minutes from the October 19 field visit were amended and approved 9-0-0 • Finance Subcommittee was formed: Frank Driscoll, Mark Rumizen, and Marsie West volunteered and were approved 6-0-3 • Future meetings: Rescheduled site walk for 8:30AM on 11111/06 at Grove & Strout; 11/16/06 meeting to be rescheduled to 11/30/06 due to Town Meeting; Wood End School sitewalk scheduled for 8:30 AM on 11/18/06. ADA access: o Not required as understood. NAG to determine which areas to be compliant but not all are required or intended. o Cabin to be improved for accessibility. o Accessibilty near Wood End may be beneficial due to relatively mild. grade and newly constructed playground. o Accessible walkways include boardwalks, compacted stone dust, pervious pavers, geotextiles, etc. o Boardwalk foreseen at Cranberry bog. o ADA accessible areas to include: Wood End, Cabin, Cranberry Bog, portions of Bare Meadow. • Lobs Pound site may be beneficial for a fishing pier to combine/coordinate efforts with Historical Commission. • Harvard & Arlington built boardwalks entirely with volunteer labor, Wellesley College also built boardwalks through their marsh. • AVIS property in Andover is maintained by a volunteer group. • Arlington and Newburyport received DCR grant funding for their respective trails. • Boardwalk building materials need to be weather/decay resistant, such as PVC supports, pressure treated lumber, and Trex decking. Particularly in the Lobs Pound and Town Forest areas that are seasonally very wet. • Route 28 bridge public hearing is scheduled for November 15, 2006 at 7:00 PM at the North Reading Town Hall. • Photo log of site walks to be established for future presentation purposes. • Financial Tasks: o Identify possible grants, o DCR funding and Federal ADA grants to be investigated, o CPA funds would be used for housing, recreation, and historical purposes. • NAG tasks and finding to date appear in general conformance with the 2005 Master Plan. • Conservation Commission is seeking trail ideas for boy scouts - -to be constructed next summer. Trails must fit within NAG's overl master plan. Ideas included: o Repairing trails in Bare Meadow from Franklin Street, o Building a bridge over stream near Haverhill Street, o Starting a defined trail from Haverhill Street, o Cranberry bog dam/boardwalk.
