APPOINTMENTS NONE. OLD BUSINESS 1. MINUTES OF PREVIOUS MEETING/S - NOVEMBER 14, 2002. READ AND APPROVED. 2-0. 2. DISCUSSED MEADOWBROOK GOLF COURSE - NO NEW INFORMATION. NEW BUSINESS 1. APPRAISER'S REPORT - SEE ATTACHED. 2. DISCUSSED THE MIDDLESEX REGISTRY OF DEEDS. THEY ARE 10 MONTHS BEHIND IN SENDING COPIES OF THE DEEDS OUT. NO OTHER COUNTY HAD THIS PROBLEM. The tax rate has been set for FY2003 at 11.49 per thousand. The tax rate has been declining since FY1997. The tax rates for FY1997 to FY2002 have been 16.62,16.13, 15.89, 143% 13.51 and 12.24, respectively. 2. The tax bills for FY2003 are scheduled to be mailed on 12/20/2003. The commitment sheets will be ready for signing the second week in December. 3. Given the tax rate for FY2003 has been set, I have prepared the FY2003 payment in lieu of taxes for The Reading Housing Authority and Peter Sanborn Place. The Board can review and sign these and they can be held for mailing on 12/20/2002. 4. I have updated the application for abatement cover sheet and addendum for FY2003 for the Board to review. 5. With the scheduled date of mailing being December 20, 2002, the deadline for filing an exemption for FY2003 will be 03/20/2003; three, months from the date of mailing of the tax bill. The deadline for filing an application for abatement will be 02/03/2003 6. I have requested from The Registry of Deeds the one line listing of sales that was provided to the Town several months ago. Given that the Registry is behind by almost ten months, this one line listing will allow us to create a sales file for analysis purposes and will enable us to start the FY2004 valuations. I have been told that our request can be fulfilled by the end of the week.
