DECEMBER 29, 2009
MEETING WAS CALLED TO ORDER AT 7:30 P.M.
IN ATTENDANCE
MR RALPH A. COLORUSSO, MR FRED A. MCGRANE & MS.
PATRICIA SULLIVAN. MR ROBERT I. NORDSTRAND, WAS ABSENT.
1. APPOINTMENTS - NONE.
2. MINUTES OF THE PREVIOUS MEETING/S
DECEMBER 22, 2009 - APPROVED 2-0.
3. SIGNINGS WERE COMPLETED.
4. OLD BUSINESS
A) MR. COLORUSSO RECOMMENDED THAT THE MEETING WITH ATTY.
VINCOLA (WHO REPRESENTS THE OWNERS OF THE 666 MAIN STREET
PARCEL) BE SCHEDULED FOR MID-JANUARY. MR. COLORUSSO
COMMENTED THAT IT WAS HIS UNDERSTANDING THAT ALL OF THE
LEASES ARE NOW IN PLACE FOR THE SUBJECT PROPERTY.
B) MIKE FLYNN PROVIDED THE BOARD WITH A SUMMARY OF HIS
ONGOING EFFORTS TO RECONCILE THE VARIOUS CAP RATES
EMPLOYED FOR THE COMMERCIAL PARCELS. HE STATED THAT THE
EXISTING CAP RATES RANGE FROM 7% TO 11% WITH A MAJORITY
FALLING AROUND 9.5%.

C) WHEN ASKED AS TO HIS OPINION OF THE NOTION THAT THE TOWN
IMPLEMENT A NEW COMPUTER SOFTWARE SYSTEM, MR. FLYNN
COMMENTED THAT IT MIGHT BE A BIT TOO MUCH GIVEN THAT
MASSACHUSETTS LAW REQUIRES THAT AFTER THE CONVERSION HAS
BEEN COMPLETED, A FULL FIELD REVIEW FOR ALL REVALUATIONS
MUST BE UNDERTAKEN. HE NOTED THAT THE REVALUATION
WORKPLAN FORM REQUIRES THE TOWN TO TAKE SPECIAL STEPS
WHEN A NEW VALUATION SYSTEM IS IMPLEMENTED. AS SUCH, GIVEN
THAT THE TOWN DOES NOT YET HAVE A FULL-TIME APPRAISER, MR.
FLYNN STATED THAT THE BOARD SHOULD PROCEED VERY SLOWLY
AND CAUTIOUSLY.
5. NEW BUSINESS
RECOMMENDED THAT ABATEMENT REQUESTS IDEALLY BE
ACCOMPANIED BY A MINIMUM OF TWO PHOTOGRAPHS OF
SUBJECT PROPERTIES TAKEN BY ASSESSORS STAFF.
6. GENERAL BUSINESS
BOARD STILL INTERESTED IN PURSUING LANGUAGE
FOR WARRANT AT UPCOMING TOWN MEETING
REGARDING EXEMPTIONS FOR SENIOR CITIZENS.
