C) WHEN ASKED AS TO HIS OPINION OF THE NOTION THAT THE TOWN IMPLEMENT A NEW COMPUTER SOFTWARE SYSTEM, MR. FLYNN COMMENTED THAT IT MIGHT BE A BIT TOO MUCH GIVEN THAT MASSACHUSETTS LAW REQUIRES THAT AFTER THE CONVERSION HAS BEEN COMPLETED, A FULL FIELD REVIEW FOR ALL REVALUATIONS MUST BE UNDERTAKEN. HE NOTED THAT THE REVALUATION WORKPLAN FORM REQUIRES THE TOWN TO TAKE SPECIAL STEPS WHEN A NEW VALUATION SYSTEM IS IMPLEMENTED. AS SUCH, GIVEN THAT THE TOWN DOES NOT YET HAVE A FULL-TIME APPRAISER, MR. FLYNN STATED THAT THE BOARD SHOULD PROCEED VERY SLOWLY AND CAUTIOUSLY. 5. NEW BUSINESS RECOMMENDED THAT ABATEMENT REQUESTS IDEALLY BE ACCOMPANIED BY A MINIMUM OF TWO PHOTOGRAPHS OF SUBJECT PROPERTIES TAKEN BY ASSESSORS STAFF. 6.
