TO: The Reading Board of Assessors
FROM: David Billard, MAA
DATE: 01/11/99
REF: Appraiser's Report
1. All of the annual bills for payments in lieu of tax agreements and 121A tax
agreements have been issued. The three property owners in Reading that receive these
bills are the United Church Homes, Grove Property Services and the Reading
Housing Authority.
2. As you are aware, the FY 1998 Appellate Tax Board hearings for McDonald's, Exxon
and Daniel's Nursing Home have been continued to February 11 th, 1999. Steve
Gasperoni is preparing the appraisals for Exxon and Daniel's. To date, these three
cases are all that are pending.
3. To date, we have received 9 applications for abatement and have distributed 29
applications. Last year at this time, filed applications totaled 24 and we had
distributed approximately 80. The deadline for filing an abatement application is
February 1, 1999, the same day the third quarter taxes are due. To date, 66% (6) of
the applications are for personal property.
4. To date, we have received about 33% of the annual filings for exemptions; 136 have
filed out of the 416 exemptions filed last year. Reminder letters will be going out the
first week in February. The deadline for filing for an exemption is March 18, 1999.
5. Last week the annual submissions of Reading data to the Banker and Tradesman and
Taconic Data were completed.
6. Initial ratio studies for FY2000 on sales occurring between 01/01/98 and 07/31/98
show a median .87 ASR for single family homes. The average sale price of the 172
sales is $254,093 with a COD of 8.29. Sales questionnaires and inspection requests
will be mailed next week for these 1998 sales.
7. Peter Hechenbleikner indicated he would be requesting overlay surplus figures from
the BOA very shortly. I will prepare the figures of surplus for the Board to vote on at
their next meeting.
