APPOINTMENTS NONE. OLD BUSINESS 1. MINUTES OF PREVIOUS MEETING JANUARY 26, 2000. 02/03/00- APPROVED 2-0-0 NEW BUSINESS 1. APPRAISER'S REPORT-SEE ATTACHED. 2. VOTED TO RELEASE $218,695.30 FROM THE OVERLAY ACCOUNT AS SURPLUS 3. THE BOARD DISCUSSED CEDAR GLEN, WHICH HAS BEEN SCHEDULED TO BE HEARD ON MARCH 6,2000. THEODORE COHEN ADVISED DAVID BILLARD THAT SINCE THE SELECTMAN SIGNERD THE P.I.L.O.T. AGREEMENT, THEY SHOULD BE INVOLVED IN ANY NEGOTIATIONS WITH THE NEW OWNERS OF CEDAR GLEN. 4. THE BOARD DECIDED TO A. REQUEST AN EXECUTIVE SESSION WITH THE SELECTMEN AS SOON AS POSSIBLE, WITH THEODORE COHEN ATTENDING TO GIVE ADVISE OF THE OPTIONS AVAILABLE UNDER THE P.I.L.O.T. AGREEMENT. B. REQUEST A PRELIMINARY OPINION OF VALUE FROM A QUALIFIED APPRAISER, I.E. MR. ERIC LUBERSHANE , IN PREPERATION FOR THE SCHEDULED ATB CASE. MINUTES (CONTD.) PAGE 2. FEBRUARY 3, 2000 C. The deadline for filing an application for abatement was February 1, 2000. There were a total of 82 that were filed, which is a 39% increase over last years filing total of 59. 5 are commercial filings, 2 personal property and 75 residential. Out of the 8,692 bills that we issue, this represents a percentage just under 1%. No. Reading had 50 applications, Lynnfield had 44, with no interim year adjustments. Saugus received 50, Stoneham 203, Wakefield, 80, all of which increased values. 2. To date, there have been 308 exemptions filed, out of the anticipated 402 total. Reminder letters have gone out, including an application, to the 94 filers that potentially remain. March 17, 2000 is the deadline. 3. The Appellate Tax Board hearing schedule was mailed to us on Friday, 01/30/2000. I have received a response from Mr. Lubershane relative to the cost of an appraisal of Cedar Glen. The cost of the appraisal is $8,000.00 5. The 2000 excise is scheduled w be mailed 02/08/2000. There are approximately r--)r 2C. a va, - 0,000. There are another 900 bills being ..sz tuting the 7`" commitment for 1999. The excise seems to have been increasing by about 100,000 for the past four years for the first excise of the year. 6. We received on February 3, 2000 a request from Peter Hechenbleikner for overlay reserve surplus. 7. I was able to submit the LA3 sales file to the D.O.R. via the e-mail address of the division of local services. I received a confirmation that it was received and read. 5. My request for recertification was favorably acted upon by the M.A.A.O. recertification committee and I received notification January 14, 2000.
