1. A LIST WAS RUN OF ALL PROPERTIES FULLY INSPECTED FROM EAi L'I'
JANUARY OF 1990 WHEN THE INSPECTION PROCESS BEGAN UNTIL FEBRUARY
OF 1992. AS OF THE DATE OF THE RUN WE HAD INSPECTED A TOTAL
OF 3248 PROPERTIES OF WHICH 2367 WERE FULL. INSPE:C`I°IONS. THIS,
REPRESENTS A 73% ENTRY RATE. ALL OF THE FULLY-INSPECTED
PROPERTIES HAVE BEEN BROUGHT UP TO DATE IN THE CAMA SYSTEM.
2. IN ORDER TO GET A 5% SAMPLING OF OUR RESIDENTIAL BASE OF 6600
RECORDS, I PULLED EVERY SEVENTH RECORD OF THE. FULLY IN`PE:C:iI:_D
PROPERTIES.
3_ 346 RECORDS WERE SELECTED AND EXAMINED FOR CHANGE$ FOUND DIJF;=i'N(,
THE INSPECTION PROCESS.
4, OF THESE 346 PROPERTIES, 95 WERE IDENTIFIED AS HAVING CHANGFI;
WHICH COULD PRODUCE A SIGNIFICANT DIFFERENCE IN VALUATION.
THOSE PROPERTIES WHICH WERE ALTERED AND IPdSPLC:TED DLL TO lHf
PERMIT PROCESS WERE NOT INCLUDED IN THIS GROUP OF 95.
5, USING THE CAMA SYSTEM, IMADE COPIES OF EACH OF THE 95 CHOSEN
RECORDS. THE ORIGINAL WAS LEFT INTACT WITH THE UP TO DATE
INFORMATION UNTOUCHED. THE COPY WAS CHANGED TO REFLECT" THE
PROPERTY AS IT WAS ON FILE BEFORE INSPECTION.
6. I RAN COSTS ON BOTH THE ORIGINAL RECORD AND ITS ALTERED COPY
USING THE SAME COST TABLES AND YEAR FOR DEPRECIATION. .
7. I CALCULATED THE COST DIFFERENCE FOR EACH PROPERTY AND
THEN FOUND THE PER CENT OF COST CHANGE BY COMPARING THL
DIFFERENCE TO THE VALUATION ON THE PROPERTY BEFORE INSPECTION.
8. I PLAN TO CONTINUE TO INSPECT THE REMAINDER OF THE RESIDENTIAL
PROPERTIES ACCORDING TO A SCHEDULE IN WHICH THE PROCESS WILL.
BE COMPLETE BY THE FALL OF 1993.
FINDINGS
A< 1: ONLY 4 PROPERTIES WERE FOUND TO HAVE A CHANGE. GREATER THAN
10%. ALL FOUR OF THESE INCREASED BY GREiATER. THAN 10%. THFRQ
WE RL: NONE.. THAT DECREASED BY MORE THAN 30%.
2: ALL OF THESE 4 PROPERTIES REQUIRED AN INTERIOR INSPECTION To
DETERMINE THE GREATER THAN 10% CHANGE,
Bo 1o DROPPING THE DIFFERENCE IN CHANGE TO 8%, I FOUND 8 PROPERTIES
WHICH HAD CHANGES IN COST OF GREATER THAN 8% BUT LESS THAN
10%. OF THESE, 5 WERE INCREASE`; IN VALUATION, 3 WERE DECREASES,
2: ALL OF THESE 8 PROPERTIES REQUIRED AN INTERIOR INSPFCTTON TO
DETERMINE THE 8% 10% CHANGE IN VALUATION.

WI-ITCH HAVE BEEN INCORPORATED INTO THIS DRAFT OF THE REPORT,
2. TWO HIGH SCHOOL STUDENTS, E MILIO MAURO AND JAMES IHOMAS,, lil'VE
STARTED WORKING ON THE INCOMPLETE SKETCHES UNDER MY DIREC'T'ION.
AFTER ONE WEEK THEY CONTINUE TO NEED SOME HELP, BUT THEIR WORK
IS IMPROVING STEADILY.
3,. I ATTENDED A WORKSHOP AT THE DOi ON THURSDAY MORNING. lHF WORK-
SHOP FOCUSED ON DEVELOPMENT OF LAND TABLES FOR THE CAMA SYSTEM,
AS WELL AS USE OF THE LAND SCREEN IN THE SYSTEM. IF PRovimt)
A BETTER UNDERSTANDING OF HOW A VALUE IS DETERMINED. IT ALSO
SUGGESTED WAYS TO BREAK UP A NEIGHBORHOOD INTO D3 FE:RFNT C:l=Eb,
THIS IS SOMETHING WE COULD USE IN WORKING ON OUR NEIGHBORHOOD
MAP.
