1. The total applications for abatement for FY1993, timely filed, is
110. To date, there are approximately 97 that have been reviewed
and/or signed by the Board; which represents approximately 88%. The
total amount abated to date is $28,973.93.
2. The Finance Committee meeting held 03/31/92 reconsidered the
Assessment Divisions budgei., The $1,570.00 in Professional
Development was replenished from the previously cut figure of $750.
The Appraisal Service line item was cut from the budget altogether;
with the stipulation that when the funds are needed, the Finance
Committee will hold, in A8 hours, an emergency meeting to appropriate
the funds. I will prepare,, given the obvious Town Meeting route of
appeal that is necessary,.``che necessary materials for presentation.
3. There have been a total of 464 exemption applications filed for
FY1993. The total exempted is $128,.233.25. The deadline for filing
lapsed on 03/18/93. There are 6 applications for exemptions that have
been filed late. The Board may want to set a presidence on how it
is going to handle these late filings. The number of deferrals filed
is 26, totaling $52,353.22
4. The FY1993 Overlay Account is $377,663.54. To date, the sum total
of the Exemptions and Abatements is $157,207.18.(as an estimate)
This leaves an effective overlay balance of'$220,456.36.(estimate)
The free cash account, which is charged for the Deferrals, is to
date effectively charged with $52,353.22.
5. It is necessary to issue an additional abatement to 4A taxpayer's
that were granted an abatement due to a miscalculation on the vax
when computing and printing the abatement certificates. The vax
was computing an abatement based on a tax rate of 14.13 per thousand,
rather than on a FY1993 rate of 15.04 per thousand. These additional
abatements are the value 'a"bated at the new rate less the previously
abated tax. Taxpayers will receive an explanatory letter along with
the abatement certificate. See attached. This error does not effect
the overlay projections they were calculated independently of the
vax.
6. The Reading Housing Authority can be granted an abatement under CH 59
Section 72A. I have drafted a letter for abatement that will be sent
to the record owner, The Greenhouse Acres Development Corp. and cc. a
copy to the Reading Housing Autority, Please see attached. I calculate
the abated amount to be $5'85.92.
