TO DISCUSS HIS VALUATION. DAVE BILLARD WILL MEASURE THE HOUSE

1 ~ The inspection of FY1994 permits, started 04/12/93, is complete
through permits issued as of 05/01/93. There were approximately
575 permits that were inspected. The building permit file has been
created in C.AMA for the fi.rst time, and will be an integral part of
the process for FY1995. The permits issued through June and July
wi.l.l, be viewed for the December billing.
2. The legal changes have been made for the FY1994 billing. All owner-
ship reflects: deeds as of 01/01/93. Lot splits and subdivisions are
completed; and also reflect plans recorded as of a1 /01/93..
3. Toward the end of the Welk.., after the LAMA and VAX systems:.have been
reconciled for the preliminary bills„ i will be inspecting approximatel
65 accounts of personal prcpert:'y; new businesses in 1992 that have
failed to file the form of list. These accounts will' be billed in the
preliminary billing.
4. A home rule petition is in the process of being enacted at the State
House.. T°h.S.-m~ r,,etits.ph woulu allow Reading to add a portion of the FY94
override to the preliminary bills going out late June (due Aug.lst
and Nov. lst) . This bill would supercede the confines of Chapter 59
section 230 that stipulates the preliminary bill as being 50% of the
prior years net taxers holding new growth accounts constant. All
concerned believe, this to be t.'ne only way of allowing taxpayers some
alternative to being burdened by the full impact of the override
in the fall billing. Curr°ently, the bill has been passed by the Sena&
and by the House and is scheduled to go before the Govenor for a final
signing by Wednesday of this week
