1. The inspection of FY1994 permits, started 04 /12/93, is complete
through permits issued as of 05/01/93.. As an estimate of new
growth for FY1994, I have completed the LA--13 new growth form and
f °��ave come up with a new growth estimate of $269,274.90 for FY1994.
There are still permits that will be viewed prior to the issuance
of the December balls that will be part of this figure. For now,
an estimate of at least $250,000 appears attainable. FYI, it
e,ppea.rs that we have gained approximately 50 new homes, riot nece-
ssarily 160% complete, lost 38 parcels of vacant land, gained 36
condominium units for a total of 444 units, gained two parcels of
previously exempt real estate and picked up far the first time the
Winchester Hospital Building, nearing .80% complete and supposedl
being sold off as 18 seperate medical office condos upon Completiy
on.
Land subdivisions have created one new road for FY1994, Roma Lane,
a 12 parcel subdivision just off of Sanborn Lane.
2. There are approximately 60 accounts of personal property that will
be viewed for the June bills. These accounts represent new busines,a
permits issued in 1992 where owners neglected to submit the form of
list in March.
3. The estimate of mailing the bills on June 25th is the time frame
that is being adhered to. The initial target date of June 18th
has been revised as the Home Rule Petition is stall awaiting the
Governor's signature. As I understand the process, the Governor,
at any time could veto or sign the bill. Should there be no action
on the Governor's part by the 18th, it automatically becomes law.
4. All of the values for all of the taxable properties along with new
subdivisions have been input into both systems. A reconciliatory
run has been made to verify accuracy.
5. Holding everything constant, it appears that a 17.36 tax rate will
be generated for FY1994. This estimate is based on last y ears
values inclusive of new growth with the 2.4 million over —ride and
the statutory 2 112% increase over last years levy limit. Not
that this is anything actually predictable now, though I Not
I'd throw it out as food for thought.
6. Along with having the personal property accounts reinspected, next
Board meeting can be spent going over the ASR studied that I have
generated using the 1992 calander year sales. At first glance,
the single family homes are at a 93 median with a 8.50 C.O.D,
condos are runnig 93% with a 7.09 C.O.D., two families are at a
FACE
93% with a somewhat higher C.O.D. I will analyze the assessments
on selling price, age, neighborhood, style, bedroom count, etc.
to guage where our assessments need modification; if any! if
there are any stratifications that the Board would like to include
in the study, that criteria can be added also.
