HomeMy WebLinkAbout1986-10-30 Board of Health MinutesBOARD OF HEALTH MEETING October 30, 1986 A meeting of the Board of Health convened on October 30, 1986 at 7:00 p.m. in the Health Department. Office located in the Executive Office Building, 6 Lowell Street, Reading, Massachusetts. Present were Jill C. Dugan, Chairman, Board Members Dr. Paul Caselle and James J. Nugent, and the Health Director, Ruth L. Cogan. Also in attendance was the Town Manager, Peter I. Hechenbleikner. The first order of business was the approval of the minutes of the October 16, 1986 meeting of the Board of Health. A motion was made to accept the minutes as written, with all voting in favor, 3:0. The next order of business was a meeting between the Board of Health members and the Town Manager for the purpose of reviewing the Health Department's Operating Guidelines. After several revisions were made to the guidelines, the general over all consensus left department policies, licenses, clinics and programs up to the Board and the Health Director, with the Town Manager overseeing personnel issues and final budget review. As an additional point of information, the Town Manager reviewed for the Board the requirements for the monthly report. He asked that it contain general information, along with any necessary statistical information, but stated that sensitive/confidential material and specifics in great detail be eliminated. The final comment from Mr. Hechenbleikner was in regard to a question from Dr. Caselle regarding reclassification of the Board of Health's secretary. He stated that the clerical reclassification was going to be his top priority. Regarding old business, the Health Director informed the Board that the Animal Control Officer, Regina Benoint, was moved over to the Police Station and she is now under their jurisdiction. r Board of Health October 30, 1986 Page 2 Ms. Cogan also gave an update on 28 Green Street. She stated that she made her own inspection of the property and sent out a new order letter. Additional comments regarding 3 Whittier Road included no reponses from Mr. Kramer to telephone calls and letters by the Health Director and it was agreed that a court date will be set for the near future. There were two septic system complaints brought up for discussion. The Health Director pointed out that 103 Sanborn Lane never took out a permit to do work on their system. 10 Kelch Road was an emergency situation which was resolved with the help of the Andover Health Department. Ms. Cogan also noted that she will be spending a day with the Nashoba Health Department to learn about septics and in addition she is planning on attending a "How To" program in March on septics sponsored by the DEQE. The Massachusetts Health Officers Association Conference was brought up for discussion by the Health Director. She noted that the -.:two days were very productive and also she was elected to serve on the executive board. Regarding food service inspection forms, the Board agreed to have every form include a No Smoking and a Choke Saver requirement. Action under this agreement was made by a motion and all voted in favor 3:0. Additional discussion ensued regarding the planned food service seminars. Dr. Caselle suggested to make the seminar a requirement for anyone that had a hearing in the past year. As a final order of business the Health Director made a report to the Board on the recent flu clinic. The clinic was a Board of Health October 30, 1986 Page 3 success; the only question was with regard to non residents. Mr. Nugent stated that he did not want to turn anyone away, however, in the case of limited vaccine we should serve Reading first.
