HomeMy WebLinkAbout1986-11-20 Board of Health MinutesBOARD OF HEALTH MEETING November 20, 1986 A meeting of the Board of Health convened on November 20, 1986 at 7:00 p.m. in the Health Department office, located in the Executive Office Building, 6 Lowell Street, Reading, Massachusetts. Present were Chairman Jill C. Dugan and Board Member Dr. Paul Caselle. The Health Director, Ruth L. Cogan, was also in attendance. The meeting was called to order at 7:00 p.m. followed by an update presentation by Jane M. Fiore, the Prevention Education Coordinator. Jane stated that since she was hired on September 8th she has already accomplished two of her three goals for the program. 1) The Town of Reading has become a member of the Governor's Alliance against Drugs & Alcohol, and 2) a thirty member task force has been organized with a set of proposed goals; a requirement necessary in order to apply for "grant" funds. The third and final goal will be implemented when the curriculum is developed and ready to be presented to the students in the Middle Schools. After Dr. Paul Caselle agreed to become a member of the Task Force, Ms. Fiore continued with the update presentation. She enthusiastically reviewed for the Board all the positive steps taken in the development of the program; such as: favorable publicity, cooperation of the School Department, teachers, particularly the student peer leaders, the many citizen volunteers, and in addition a generous donation of $1,500 by Mr. Arnold Burger, as a support measure for the Middle School program. After noting all these positive accomplishments, Ms. Fiore stated briefly her hopes for an expanded program to be developed for the up- coming year. Under the next order of business the Health Director made the following comments under "notes to the Board": 1. Cumberland Farms' violations have been resolved with no further problems. Board of Health Meeting November 20, 1986 Page 2 i 2. The possibility of a future Health Fair at the High School was being investigated by the Director. 3. Louis Russo, Animal Disposal Officer, has given his notice. The Director noted that she will have him come to the office for a meeting to discuss the possibility of Mr. Russo con- tinuing on with the job at a higher rate of pay. 4. and 5. Flu clinic update - successful, with only one reaction. 6. Drug and Alcohol Awareness Day was being organized by the Health Department. Meetings were scheduled with the Police and School Departments with plans of a poster/button distribution. 7. Statecoach Heights subdivision plan was approved 2:0 in favor, with a motion that included acceptance with the pro- visions: to have the developer include a protective barrier around the detention pond, a deep hole observation test con- ducted in the Spring, a percolator test to ensure adequate drainage, and a slope of 3:1 rather than 2:1. 8. and 9. A brief summary of two current hazardous waste spills; a) Weber & Smith and b) Exxon. On notes numbered 10 through 12, the Health Director informed the Board of the date for 3 Health Department court cases: As a final order of business, Ms. Cogan gave the Board an update on the Hulse septic problem at 103 Sanborn Lane. On the advice of the Board, the Health Director will require the payment of the two permit fees and a monthly review of the septic system by a qualified engineer.
