HomeMy WebLinkAbout1986-12-17 Board of Health MinutesBOARD OF HEALTH MEETING December 17, 1986 The meeting was called to order at 7:30 p.m. by Dr. Paul Caselle. The following people attended: Paul Caselle - Board Member Jim Nugent - Board Member Ruth Cogan - Health Director Mr. Yacoyanis - Citizen i Ronald Herzberg - Public Health Consultant Robert Batelle - E.M.M.H.A. Joseph Tabbi - Health Inspector The first order of business was the approval of minutes. The minutes of October 30, 1986 were approved as read, 2:0. The minutes of November 20, 1986 were approved with the addition of the following phrase at the end of number 7 on page 2: "a percolation test to ensure adequate drainage and a slope of 3:1 rather than 2:1." The „ motion was passed 2:0. - The next order of business was a presentation by Ron Herzberg concerning his program of food service seminars. His credentials include his work as an FDA Senior Food Inspector, an author'of presently used food service regulations, two books and several articles concerning food protection. He has given the two hour slide presentation for the following health departments: Tewksbury, Maynard, Concord, Hull, Hingham, Randolph, Holbrook, Hanover, Norwell, Canton, Worcester (1987). The Department is responsible for arranging the location and notifying local food service establishments. The establishment pays $15 per person directly to Mr. Herzberg. Thi's price includes all written materials as well I~ as an NSF approved 0-2200 F thermometer. If the department would rather pay for Mr. Herzberg's services itself, the fee is $250.00 per session with with a two session minimum. Mr. Herzberg suggested a minimum of a 30 day planning time line. The:Board j voted 2:0 to use the services of Mr. Herzberg for the department's food service seminar. Planning arrangements are to be made by the Director. Board of Health December 17, 1986 Page 2 f i The third order of business was the review of the Definitive Subdivision Plan, Fairwood Acres. Joseph Tabbi presented his concerns and made the following recommendations: 1. Requirement of a blow off at Fairwood Drive and Ashley Place. 2. Recommendation that the water system be looped if feasible. If not, then have loop continue through lot 39 for future connection. 3. The requirement of a change in design of the drainage schemes of lots 10 - 15 to preclude the possibility of stagnant water. 4. The requirement of a high water elevation mark of lots 1,2,3,4,5,10,11,12,13,14,18, and 19 during the spring season. 5. The requirement that the compensating storage areas of lots 19 and 20 be contiguous with the rear of the lots. 6. Bring to the attention of the Board that the basement elevations of lots 1,2,3,4,5,10,11,12,13,14,18, and 19 may not comply with rules and regulations of the Board of Survey resulting in possible basement flooding. 7. The requirement of a grade of more than .03% for the sewer to prevent the possibility of inadequate sewer flow. A motion was made to approve the plans with the above seven provisions made a part of the covenants of the subdivision. Motion passed 2:0. The following issues were discussed: - Housing Court - materials forwarded by Town Manager. Board felt this was an issue worth pursuing. Court cases of December 9 - 28 Green Street continued to December 23; 81 Green Street continued to January 7, 1987; 3 Whittier Road continued to December 23. - Nomination-of Animal Inspector - Board voted 2:6*to add the nomination of Regina Benoint to that of Joseph Tabbi. The papers are to be signed by the Chairperson and forwarded to the Board of HeaLTH December 17, 1986 Page 3 4 Commonwealth of Massachusetts, Department of Food and Agriculture, Division of Animal Health. Operating Guidelines - Board voted to accept the Operating Guidelines with the corrections suggested by Paul Caselle as well as the deletion of "and which will"seat forty (40) people" of number 10, section A. A Taiwan flu immunizations - Mr. Kacayanis came to the Board to ask why Reading does not have the A Taiwan flu immunizations available to the public. The Board asked the Director to inquire about the availability of the vaccine, availability of funds in the budget and the demand for this service. If feasable, the Director is to arrange for these immunizations. Choke Saver Program - The Director asked the Board if it was appropriate to ask the Rotary Club for a donation of $195.00 for the purchase of a "Choking CPR Manikin" for use in training for the choke saver program. The Board noted that it was appropriate. - Septic addition for 102 Sanborn Lane - Mr. Richard Doucette had applied for the installation of a shower and toilet for his proposed cabana, requiring additional pipe to be laid. After consultation with Bill Redford from Public Works, the Director gave Mr. Doucette the decision that any addition to the septic system was not allowed by the Aquifer Protection Regulations. Mr. Doucette appealed this decision to the Town Manager, who told Mr. Doucette that the Board of Health was the appropriate government body for appeal. After discussion, the Board decided that because there were no additional people or bedrooms or iridrease in capacity of'septic system that this was not a violation of the Aquifer Protection Regulations. The staff will perform a plan review of the previously submitted plans. - New secretary - The Director announced that a new part time secretary had been hired for the department. Ruth Price will begin work January 5, 1987. She will work eleven hours a week for $5.75 per hour. At the direction of the Town Manager, her position will be an "employee" rather than "contractual" position and will be paid from the Salaries line item rather than the Special Programs line item. The position is to be evaluated after six months, at which time it will become union. Board of Health December 17, 1986 Page 4 x ( The last order of business was the budget for Fiscal-Year 1988.
