The following corrections were made to the Minutes of the December 17, 1986 meeting: Page 2, Number 2 - add "if not then have loop continue through Lot 39 for future connection ". Page 3, Second Paragraph from bottom - add "or increase in capacity of septic system ". Stagecoach Heights: Jim McLoughlin and David Westerling of Fafard Company gave a short presentation of the proposed development. This was followed by a question and answer period with concerned citizens. The following issues were raised by the neighbors: 1) A fence to surround the detention area to prevent small children from falling into the detention pond. 2) A different location for the detention pond. 3) Runoff from Rte. 129 could fill up the detention pond. 4):: A case of salmonella from undetermined source. 5) Increase in groundwater level. 6) Why was there no preliminary hearing? 7) Water level would be higher than abutter's basement window. 8) Existing surcharging problem. 9) Existing problem of flooded basements in neighborhood. Bill Redford, Town Engineer, provided answers to engineering questions concerning Town Rules. Concerning the issue of the fence, jthe Town requires access for maintenance purposes. Concerning the 1 surcharging sewerage, a great deal of the problem stems from -3- individuals who are pumping their storm water and runoff into the sanitary sewer (illegal). There are no major problems with the existing sewer lines. One third of the Town's sewerage has already been diverted to Woburn, the new MWRA pumping station should be in line in two months. There would be no runoff from Rte. 129 in the detention pond. There was a preliminary hearing October 7, 1985. but with a different developer. There is no law requiring a new preliminary hearing. Joseph Tabbi, Town Inspector, added his comments. He was not satisfied that it will be a dry detention pond. There must be a percolation test and a deep observation hole. He will wait to see the new plans for the detention pond. He also noted that he witnessed the surcharging on Salem and Eaton Streets. The developers noted that there was no alternative site for the detention pond. They also noted that they would be happy to meet with the neighbors in a less formal setting. The Board voted to table any decisions concerning Stagecoach Heights until the regular March meeting. Bruzzese Hearing: Mr. Vincent Bruzzese came before the Board to request that an order of condition be removed from his license to keep animals, i.e., the enclosure for manure. He wanted to store the manure covered and remove when needed. Neighbors were present and voiced their concern about odor and fly problems. One neighbor testified that she had no problem with the animals that Mr. Bruzzese kept. The Board voted to keep the condition of an enclosure for the manure. The enclosure is to be next to the barn, at least 100 ft. from the wetlands. Rabies Clinic: The Board voted to have a one day Rabies Clinic for cats and dogs on May 16 from 1 - 4 p.m. The veterinarian is to be paid $100 an hour, including the cost of an Assistant. In addition there will be four Clerks paid $10 an hour to process the money and -4- certificates. The cost will be $5 an animal. -� Site Plan Approval: The Board approved the Site Plan as submitted for One Jacob Way. Boys'Preadolescent Seminar: The Board would like to know why the boys' Seminar was reduced from three to two. An Engineer requested to do a percolation test and deep observation hole in January. The Board confirmed its policy that all such tests are to be done in the Spring. Blood Pressure Clinics: The Director discussed a new format for the Blood Pressure Clinics presently being offered. The Nurse Coordinator would like to have fifteen minute appointments where other issues such as nutrition, exercise and concurrent medication could be discussed in the context of their high blood pressure.
