HomeMy WebLinkAbout1999-03-04 Zoning Board of Appeals MinutesTOWN OF READING e3` l P 2: ZONING BOARD OF APPEALS MINUTES OF MARCH 4, 1999 MEMBERS PRESENT: CHRISTOPHER VACCARO, CHAIRMAN JOHN COOTS MICHAEL LARKIN A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street, Reading, Massachusetts at 7:10 PM. Mr. Vaccaro swore in, under oath, those present that would be addressing the Board this evening. Case #99-04 Melendy Drive (Pleasant Rd.) - Kenneth and Diane Cain Present along with Mr. and Mrs. Cain were Attorney Brad Latham, and Rich Williams, Hayes Engineering. The petitioners seek a Special Permit under Section 4.4.4.2 of the Zoning Bylaws in order to construct three dwellings within a Zoned Flood Plain Overlay District at the above-mentioned property. All three dwellings will be tied into the town sewerage the lowest basement level to be at 195. Attorney Latham submitted a contour map of the proposed sub-division. The flood elevation is below 192. Mr. Williams advises that the soils are favorable and permeable. Attorney Latham submitted a favorable letter from the Town Engineer dated 2/22/99 and stated that the CPDC voted 5-0 in favor of the project along with the Board of Health. Mr. Coate was concerned that the data received for drainage calculations was not current. Mr. Williams produced a 10/98 mitigative drainage study which the board hadn't receive. Charles McDonald, 41 Canterbury, is concerned with flooding in the area. He was confused as to how many houses were going in due to receiving a notice from conservation which only mentioned two houses. Mr. Williams advised that there are three houses being constructed but that only two were in the wetlands. Leann Coyne, 25 Governors Drive, is also concerned with flooding (it was stated that her basement is at 187). Raymond Tahmash, 37 Canterbury, is concerned with the water problems in the area and is worried that he will have more water after this development is constructed. Mr. Vaccaro asked if he has noticed more water in his yard since the other developments in the area have gone in. Mr. Tahmash stated no, but that his sump pump goes on more. Rose Marie McAuley, 33 Canterbury Dr., stated her concerns with the growth increase in town with regard to the school system and also with construction in general in Town. Attorney Latham cited developments in the area where the board had issued special permits. Mr. Coote stated that he would like current data submitted. A study site specific with calculations of current conditions and also a study of what affect the retention area will have on the abutters.
