A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell Street, Reading, Massachusetts at 7:00 PM. Building Inspector
Glen Redmond and Town Planner Anne Krieg were also in attendance
On a motion by Susan Miller, seconded by Bernard O'Shaughnessy, the Zoning Board of
Appeals voted to approve the minutes of their June 1, 2000 meeting.
The motion was approved by a vote of 3-0-0.
On a motion by Susan Miller, seconded by Bernard O'Shaughnessy, the Zoning Board of
Appeals voted to approve the minutes of their June 15, 2000 meeting.
The motion was approved by a vote of 3-0-0.
On a motion by Susan Miller, seconded by Bernard O'Shaughnessy, the Zoning Board of
Appeals voted to approve the minutes of their July 6, 2000 meeting.
The motion was approved by a vote of 3-0-0.
On a motion by Susan Miller, seconded by Bernard O'Shaughnessy, the Zoning Board of
Appeals voted to approve the minutes of their July 20, 2000 meeting.
The motion was approved by a vote of 3-0-0.
On a motion by Susan Miller, seconded by Bernard O'Shaughnessy, the Zoning Board of
Appeals voted to approve the minutes of their August 3, 2000 meeting.
The motion was approved by a vote of 3-0-0.
On a motion by Susan Miller, seconded by Bernard O'Shaughnessy, the Zoning Board of
Appeals voted to approve the minutes of their September 7, 2000 meeting.
The motion was approved by a vote of 3-0-0.
On a motion by Susan Miller, seconded by Bernard O' Shaughnessy, the Zoning Board of
Appeals voted to approve the minutes of their September 21, 2000 meeting.
The motion was approved by a vote of 3-0-0.

A continuance of a Public Hearing on the petition of H.B. Development Corporation who
seeks a Comprehensive Permit under Section M.G.L. Chapter 40B in order to construct
eight buildings containing a total of 32 condominium units on the property located at 443
Grove Street, Reading, MA
CPDC has approved this project, subject to the approval by the Board of Selectmen at
their meeting on November 17, 2000. Atty. David McBride requested a continuance on
this hearing.
On a motion by Susan Miller, seconded by Bernard O'Shaughnessy, the Zoning Board of
Appeals voted to continue the hearing on H. B. Development Corporation for the
property located at 443 Grove St., Reading, MA, until December 7, 2000.
The motion was approved by a vote of 3-0-0.
Case #00-31
A Public Hearing on the petition of Angelo Salamone who seeks a comprehensive permit
under Massachusetts General Laws, Chapter 40B in order construct ten (10) units of
housing with an affordable component as required under the New England fund,
administered by Stoneham Savings Bank, a member of the Federal Home Loan Bank of
Boston. The proposed housing is for the property located at 45 Beacon Street (Map 123,
Plot 200) in Reading, MA.
Chairman Michael Larkin swore in the applicants. Anne Krieg stated Town Counsel
needs to see the deed to determine if there are any restrictions. Atty. Steven Cicatelli
stated there are restrictions on the deed that must be observed unless there is a variance.
Anne Krieg requested a set of drawings with elevations so the other Town Boards can
review them before the December meeting.
Atty. Cicatelli submitted:
1. A feasibility study.
2. An additional topographical plan.
3. A set of revised site plans.
Atty. Cicatelli stated the setbacks have been increased to 8'6".He believes the
Townhouse style is more compatible with the neighborhood. There is a distance of 9'
between the units. The total area is 59,745 sq. ft. They are exploring the possibility of not
paving the entire area. They were not able to find another access with the wetland on one
side and a right of way on the other side. The building coverage is 67%. The units cannot
be clustered because, that would be only two structures and would not be keeping with
the style of the neighborhood.
Atty. Cicatelli stated the land acquisition cost was $450,000. He stated the construction
costs will be higher than normal due to the typography.

Stoneham Savings Bank has issued a site approval letter. The sale price of the three
affordable income units is $81,000. The remaining units sale price is $290,000. The bank
has stated the development is feasible.
Bernard O'Shaughnessy stated the affordable income houses cannot be distinguishable
from the other units. He also stated the profit is at 19.8%. If the project remains feasible
with only 5 units, the Zoning Board may impose that restriction. If the price of the
affordable 3 units was higher there could be less units.
Edmund Balboni requested a copy of the appraisal. He stated with the condominium form
of ownership, the fewer the units, the more common area maintenance required. He also
stated the average price of the surrounding houses is $175,000.
Anne Krieg asked if the condominium fee will be scaled for the affordable units. Atty.
Cicatelli replied they have not done a study on this as yet. He doesn't know if this is
feasible, but will meet the requirements under Chapter 40B.
Atty. Cicatelli stated if the profit exceeds 20%, after construction, the unit's price would
be lowered. After the last closing, any profit exceeding the 20% would go to the Town of
Reading. Anne Krieg requested a financial statement from the bank on the completion of
the project.
Resident Beth Joyce was concerned with the right of way that abuts this property. Atty.
Cicatelli stated the petitioner has no intention of using that land.
Resident Bob Connors requested the applicant post a bond in the amount of $250,000. to
cover any damage caused by people renting the condominiums. Atty. Cicatelli stated they
can not restrict people from ever renting this property. They can only restrict long term
rentals. He believes the purchase price of the condominiums will restrict investors from
purchasing the units. The applicant will not post a bond.
On a motion by John Jarema, seconded by Bernard O'Shaughnessy, the Zoning Board of
Appeals voted to continue the hearing on Case #00-31 on the petition of Angelo
Salamone for the property located at 45 Beacon Street (Map 123, Plot 200) in Reading,
MA, until December 7, 2000.
The motion was approved by a vote of 3-0-0.
The Zoning Board of Appeals unanimously voted to adjourn their meeting at 9:15 p.m.
